What are the responsibilities and job description for the Pipeline Controller 3 position at PBF Energy?
The Pipeline Controller position will be responsible for operating and monitoring PBF Energy owned/operated gas and/or hazardous liquid pipelines. This individual will be responsible for ensuring safe, reliable, and environmentally responsible operations and in compliance with DOT/PHMSA 49 CFR 192 and/or 195 regulations and other applicable federal, state or local regulations.
- Monitor SCADA system pressure, flow, gravity, tank levels, and other operating parameters to manage and control pipelines safely and efficiently.
- Accurately monitor and control valve and pump status from the Pipeline Control Center.
- Monitor and responds to alarms caused by normal, abnormal and emergency conditions.
- Understand the correct response to alarms and is able to execute actions quickly to prevent emergencies.
- Monitor leak detection system and respond accordingly to potential leak alarms.
- Communicate with field operators to provide timely, efficient, and reliable operating data to ensure safe, environmentally compliant and reliable pipeline operations.
- Analyze and understand data and trends
- Development and implement Operating Procedures
- Reporting and tracking of regulatory and company required operating data/incidents
- Maintain compliance with Control Room Management (CRM) and other DOT/PHMSA, Cal State Fire Marshall Regulations and other regulatory requirements having jurisdiction over pipeline operations.
- Develop daily operating plans for each pipeline system; configure system as necessary to achieve planned activity.
- Ensure smooth transition of shift turnovers through verbal and written communication.
- Document shift hand off as per established CRM guidelines.
- Ensure ongoing improvement through evaluation of current processes.
- Actively participate in continuous improvement initiatives such as HMI optimization and alarm management.
- Write effectively, and understand verbal and written communications.
- Maintain a high regard for personal safety, for the safety of company assets and employees, and the general public.
- Effectively communicate with internal and external customers (e.g. the public, emergency responders, inspectors and regulators).
- Able to maintain 12-hr shift worker schedules.
- 5-10 years of relevant industry specific and control center experience, hazardous liquid pipeline operations, knowledge of pipeline assets, and SCADA systems.
- Associate’s degree, preferably in a technical discipline, or equivalent experience.
- Proven analytical and judgment skills; extremely detail oriented
- Must be an independent thinker with the ability to make sound, logical decisions.
- High level of computer controlled production and/or computer process control experience.
- Must have mathematical skills pursuant to high levels of accuracy.
- Must be able to effectively interface with a wide variety of people, both internal and external to the company, and communicate effectively through both written and verbal delivery.
- Strong analytical and organizational skills are required.
