Pavilion Construction
Oswego, OR Full Time
POSTED ON 7/22/2026

We're not looking for a traditional HR Manager. We're looking for a coach, culture builder, recruiter, and trusted advisor who is passionate about helping people and teams perform at their very best. At Pavilion Construction, we believe our people are our greatest competitive advantage.

We're looking for an experienced People & Culture Manager who is passionate about creating an exceptional employee experience-from recruiting outstanding talent to helping our employees and their families thrive. This isn't a traditional Human Resources role. We're seeking someone who believes culture doesn't happen by accident. It is intentionally built, strengthened, and protected every day.

If you're energized by connecting with people, creating memorable employee experiences, coaching leaders, attracting exceptional talent, and helping shape the future of an organization, we'd love to meet you.

What You'll Do

As our Culture & Performance Manager, you'll serve as a trusted partner to leadership and employees across multiple states while helping Pavilion become an employer of choice.

Culture & Employee Experience

  • Champion Pavilion's culture across all offices and business units.
  • Develop programs that strengthen employee engagement and reinforce our core values.
  • Plan and coordinate company celebrations, recognition programs, volunteer opportunities, and team-building events.
  • Help create an environment where employees enjoy coming to work and are proud to represent Pavilion.

Talent Acquisition & Employer Branding

  • Develop recruiting strategies that attract exceptional talent.
  • Partner with hiring managers to identify and hire people who align with Pavilion's culture and values.
  • Build relationships with colleges, trade schools, industry organizations, and recruiting partners.
  • Enhance Pavilion's reputation as an employer of choice.
  • Create an onboarding experience that makes every new employee feel welcomed and prepared for success.

Employee & Family Support

  • Serve as the primary resource for employees and their families regarding benefits and company programs.
  • Lead benefit orientations and annual open enrollment.
  • Assist employees through life events, leave administration, accommodations, and benefit questions.

Leadership Partnership

  • Coach managers on communication, employee engagement, performance management, and leadership best practices.
  • Help leaders navigate employee relations matters with professionalism and empathy.
  • Support succession planning, organizational development, and employee growth.

Compliance & Risk Management

  • Maintain compliance with federal, state, and local employment laws across multiple states.
  • Develop and maintain company policies and employment practices.
  • Monitor changes in employment legislation and recommend proactive improvements.

What Success Looks Like

Within your first year, you will:

  • Strengthen Pavilion's culture across all regions.
  • Improve recruiting effectiveness and candidate quality.
  • Increase employee engagement and retention.
  • Build trusted relationships with employees, leaders, and their families.
  • Enhance employees' understanding and appreciation of our benefits.
  • Ensure Pavilion remains compliant while creating an exceptional employee experience.

What We're Looking For

  • Bachelor's degree in Human Resources, Business Administration, or a related field (or equivalent experience).
  • Five or more years of progressive HR or People Operations experience.
  • Strong knowledge of employment law and HR best practices.
  • Experience supporting employees across multiple states.
  • Excellent communication and relationship-building skills.
  • Experience recruiting professional and operational talent.
  • Demonstrated ability to influence leaders and build trust throughout an organization.

Preferred Qualifications

  • SHRM-CP, SHRM-SCP, PHR, or SPHR certification.
  • Experience supporting construction, engineering, professional services, or other multi-location organizations.
  • Experience leading employee engagement initiatives, culture development, or organizational change.
