The Public Works Inspector provides technical assistance related to engineering design and inspection services in the civil site development of newly constructed and rehabilitated infrastructure including but not limited to roadways and stormwater facilities such as infiltration basins, ponds, treatment wetland, waterways, swales and inlets/manholes. This position also provides assistance to the Citizens of Pasco County during time of natural disasters and flooding events.

Essential Job Functions

Assesses the condition of existing public infrastructure and prepare necessary reports. Performs stormwater system inspections and the investigation of flooding complaints related to roadway and stormwater infrastructure. Performs roadway condition testing and assessment to identify maintenance and rehabilitation needs. Performs basic engineering calculations related to but not limited to stormwater runoff, pipe capacity, pavement structural number, quantity take-offs, and cost estimates. Makes and records field measurements including horizontal locations and vertical elevations. Generates necessary drawings, tables and reports. Reviews development plans for compliance with applicable local, state and federal regulations. Attends and participates in meetings with contractors, department administrators, field personnel, engineers, and regulatory agencies. Investigates and responds to citizen requests for service. Performs inspections and provides oral and written response concerning problems encountered and necessary corrective actions. Reports and documents the status of construction activities and maintenance operations daily. Remains well-informed of new developments and trends in engineering technology in regards to operating techniques, procedures, and regulatory requirements. Collects data for reports and studies. Ability to lift and/or move up to 50 pounds and also push or pull heavy objects. Performs related work as directed.

Knowledge, Skills and Abilities

  • Must be able to learn quickly and work independently with little supervision.
  • Knowledge of construction and inspection procedures for land development, roadway, paving, stormwater management, and general utilities constructions.
  • Knowledge of engineering design criteria, standards, and applicable permit requirements.
  • Knowledge of the methods, materials and equipment common to civil related site construction.
  • Knowledge of Florida Department of Transportation (FDOT) construction methods, specifications, and standards.
  • Knowledge of the National Pollution Discharge Elimination System (NPDES) program.
  • Knowledge of drainage easements and County road rights-of-way.
  • Effective communication and interaction with contractors and the public in a professional manner.
  • Able to utilize small office equipment, including copy machines or multi-line telephone systems.
  • Utilization of computers for data entry, word processing, and to prepare accurate daily inspection reports.
  • Highly skilled in the utilization of technical computer applications, such as GIS or CAD.
  • Ability to read and interpret blueprints, plans, and specifications.
  • Ability to analyze data and develop logical conclusions.

Minimum Requirements

PHYSICAL SKILLS/WORKING CONDITIONS: Ability to lift and/or move up to 50 pounds and also push or pull heavy objects. May require the use of hand and power tools. Requires standing, walking, bending, stooping, and sitting. Works indoors and outdoors in varying weather conditions. Ability to communicate effectively using verbal, written, and visual communication. Ability to drive for long durations of time.

EDUCATION, TRAINING AND EXPERIENCE: An Associate degree from an accredited college or university with major in an Engineering, Science or Technical field; and three (3) years of experience in planning, assessment, design, construction, computer modeling, or inspection of public infrastructure projects including stormwater systems and roadways OR a High School Diploma or possession of an acceptable equivalency diploma and five (5) years of experience in planning, assessment, design, construction, computer modeling, or inspection of public infrastructure projects including stormwater systems and roadways.

LICENSES, CERTIFICATIONS OR REGISTRATIONS: Must possess a valid Florida driver's license.
