This position is classified as temporary and non-union. DEFINITION:

Supports organizational decision-making by delivering timely, accurate, and actionable reporting and analytics to clinical and operational leaders of Partnership Health Center (PHC). This position combines business knowledge with technical expertise to transform data into meaningful insights that improve clinical quality, patient safety, operational efficiency, and strategic outcomes.


This role works closely across departments including clinical operations, quality, leadership, and informatics teams to understand reporting needs and develop sustainable reporting solutions.

The primary focus of this position is designing, developing, and maintaining reports and dashboards using Power BI and SQL-based reporting tools, while ensuring alignment with Epic data governance, reporting standards, and best practices.

KNOWLEDGE: Considerable knowledge of data collection, validation and reporting. Working knowledge of quantitative analysis and statistical methods. Working knowledge of the principles and practices of HIPAA compliance. Working knowledge of the PHC Corporate Compliance Guidelines. Knowledge of healthcare quality measures and operational reporting. Basic knowledge of healthcare clinic operations and medical terminology. Understanding of healthcare workflows and clinical operations.


SKILLS: Skill in the use of a personal computer and standard office software (Microsoft Office Suite). Skill in the use of electronic health records and reporting software. Skill in the use of SQL databases, Business Intelligence (BI) tools, and programming languages (R and Python). Possession of strong analytical, problem-solving, and communication skills. Familiarity with Lean or continuous improvement methodologies.


ABILITIES: Ability to analyze data. Ability to use sound judgment in problem solving, data analysis and interpretation. Ability to collaborate and work as part of a team. Ability to learn reporting software through both formal training and using self-teaching tools to gain knowledge of the data elements. Ability to work independently with minimal supervision. Ability to manage multiple projects simultaneously while prioritizing tasks. Ability to perform detailed tasks. Ability to stay current with new tools and methods.


MINIMUM QUALIFICATIONS:


An equivalent combination of education and experience may be considered.


EDUCATION: Bachelor’s degree required. Degrees best suited to this position are in analytics, informatics, public health, computer science, business, healthcare administration, or related field.

EXPERIENCE: Requires two years of experience using computerized applications to gather, compile, and analyze data. Experience using SQL database management system and working with relational databases are required. Experience with PowerBI report and dashboard development. Experience working with Epic reporting environments and healthcare data, experience with ETL concepts and data modeling, and experience in project coordination or process improvement initiatives are desired.

SPECIAL REQUIREMENTS: Requires immunizations or proof of immunity to certain infectious diseases and a TB test. ESSENTIAL DUTIES:


Reporting & Analytics

Designs, builds, validates, and maintains Power BI dashboards and reports to support clinical, operational, and executive leadership teams.


Develops and optimizes SQL queries and reporting datasets to provide accurate and efficient reporting solutions.


Translates clinical and business requirements into meaningful reporting outputs, KPIs, and visualizations.


Delivers recurring and ad hoc reporting that supports quality initiatives, operational monitoring, and strategic decision making.


Ensures reports are user-friendly, actionable, and aligned with business priorities.


Data Governance & Epic Alignment

Develops reporting solutions in accordance with Epic reporting standards, data definitions, and governance practices.


Collaborates with Clinical Informatics, Data, and operational stakeholders to ensure consistency across reporting outputs.


Validates report logic and maintain data integrity across reporting sources.


Supports documentation of reporting standards, data definitions, and business rules.


Stakeholder Engagement & Project Work

Partners with clinical teams and business stakeholders to gather requirements, define success metrics, and deliver reporting solutions.


Coordinates assigned reporting projects including requirements gathering, timeline management, testing, implementation, and handoff.


Presents findings and recommendations in a clear and actionable manner for both technical and non-technical audiences.


Educates users on report interpretation and promote adoption of reporting tools.


Continuous Improvement

Identifies opportunities to improve reporting processes and reporting automation.


Supports development of sustainable reporting frameworks and reusable data assets.


Contributes to standardization and reporting best practices across the organization.


OTHER DUTIES:
Performs related work as required or directed.

SUPERVISION RECEIVED: Works under the general supervision of the Clinical Informatics & Data Analytics Manager.

SUPERVISION EXERCISED: None.

WORKING RELATIONSHIPS: Has regular contact with employees throughout PHC, the general public and patients. Contacts are for the purpose of providing and exchanging information, and to coordinate efforts.

PHYSICAL/ENVIRONMENTAL DEMANDS:


Works primarily in an office setting and will involve considerable use of a computer. The work requires occasional medium lifting up to 25 lbs. The employee may risk exposure to potentially dangerous situations, including exposure to communicable diseases. This role may require evening and weekend hours, participation in on-call coverage, and Saturday clinic shifts. This position is not eligible for full-time remote work.
