Responsibilities
POSITION SUMMARY: Assist all Milestone programs in ensuring compliance with systems & regulatory requirements. Responsible to the Senior Director of Quality Assurance and Compliance for spearheading the implementation and development of administrative systems and networks within Milestone, ensuring efficiency and smooth workflows exist. This position is responsible for the coordination of intake activities, information systems management and service monitoring, among other duties. Responsibilities involve financial and programmatic oversight and developing a strong relationship with Partners For Quality (PFQ) Fiscal Department as well as Milestone program specialists or others charged with ongoing client data management. Direct supervision of staff training and monitoring of use in systems the Vision, Mission and Values of Milestone

- Maintains appropriate levels of confidentiality regarding agency owned intellectual property, proposals, projects, and strategy planning as a member of the Senior Leadership team.
- Responsible for all system administration involving development, enrollment/termination, management, and oversight of Milestone’s Electronic Health Record and Systems required to operate all lines of business. Examples: CareLogic, PFQ Connect, Dr First, and all external platforms such as HCSIS/EIM, County Behavioral Health Systems, ECP, CCBH e-portal, etc.
- Support Milestone’s mission, leadership initiatives, confidentiality, compliance, quality improvement, and system communication
- Coordinate and manage service authorizations in HCSIS (Home and Community Services Information System) for the agency both internally and externally
- Provide direct support and oversight to IDA program admissions and maintain a close working relationship with Supports Coordination Unit Directors, Supervisors, and their staff
- Serve as the primary contact with the PFQ Fiscal Department
- Attend any monthly internal finance meeting when requested
- Track and resolve all claims and related activities
- Complete all service enrollments within Promise/HCSIS as assigned for the agency
- Support accreditation, reporting, billing alignment, licensing needs, and payer/regulatory compliance.
- Lead onboarding, staff training, and CAB-related activities as they pertain to internal electronic systems.
- Monitor documentation, utilization, attendance, technical support, implementation, and reporting needs.
- Support and champion the adoption of electronic documentation within the agency and assist management staff with understanding the requirements. Assist with the oversight of electronic service documentation and provide staff training on utilization. Train staff and monitor compliance with Electronic Visit Verification requirements
- Work closely with the PFQ EHR Application Support Specialist to identify gaps and needs related to data reporting and staff training on electronic recordkeeping
- Maintain agency policies and procedures and collaborate with the agency Senior Director of Quality Assurance and Compliance on needed updates and changes to the policies
- Support accreditation, reporting, billing alignment, licensing needs, and payer/regulatory compliance.
- Coordinate with internal and external partners for reporting needs and special projects.
- Understanding of and compliance with Federal, State and County regulations
- Understanding of and compliance with agency Policies and Procedures
- Facilitates change management among program leadership and staff through analyzing and prioritizing system enhancement requests, recommending workflow enhancements, performing, and documenting the impact of changes, communicating, coordinating, and training staff on these changes.
- Oversees review of claims to be approved in Qualifacts weekly and coordinates submissions with Billing Dept. Completes corrections, reversals and adjustments in Qualifacts and Promise as needed to reconcile claims and ensure accuracy. Communicates and coordinates with Fiscal dept. re: revenue discrepancies, etc.
- Coordinates with program leaders and provides support for the licensing process as it relates to the systems
- All other duties within the scope of the position, as assigned

Qualifications
- Bachelor’s Degree in Human Services
- One year of IDA/BH system experience
- Occasional travel.
- Lifting up to 25 lbs.
- Travel may be required for meetings and trainings
- Act 33 and Act 34 clearance and FBI background check, if applicable
- Valid PA, OH, or WV Driver’s license
