We are the administrative parent company to 5 subsidiaries and are responsible for the Fiscal, Payroll, HR, IT and support services to each. Our subsidiaries include Allegheny Childrens Initiative, Citizen Care, Exceptional Adventures, Milestone Centers and the PFQ Foundation. Through these subsidiaries, we provide community based supports and services to adults and children with intellectual disabilities and behavioral health challenges in Allegheny County.

GENERAL RESPONSIBILITIES
Responsible for the development, implementation, expansion, and ongoing oversight of Life Sharing programs for Milestone Centers, Inc and Medically Complex Conditions Life Sharing programs for Citizen Care, Inc. The role facilitates the programmatic bridge between Milestone and Citizen Care, by ensuring consistent standards, staff competency, provider support, referral growth, and ensuring regulatory compliance across traditional and biological Life Sharing models, including licensed and unlicensed homes, while respecting the distinct missions and operating models of each entity.

Position Specific Responsibilities
Program Development & Strategic Expansion
- Design, develop, and expand Life Sharing services across both agencies
- Establish standardized Life Sharing frameworks, protocols, and tools
- Partner with executive leadership on referrals, placement readiness, and capacity planning
- Support cross-agency coordination and appropriate case transitions
- Design and implement cross-agency Life Sharing training programs
- Facilitate staff development, mentorship, and train-the-trainer models
- Provide coaching and corrective guidance to staff
- Thorough understanding and monitoring compliance of ODP, HIPAA, and all agency accreditations and policies and procedures
- Review incidents and trends to support continuous quality improvement
- Serve as escalation point for complex risk or provider matters
QUALIFICATIONS
- Bachelor’s degree from accredited college or university
- 10 years of experience in Pennsylvania Life Sharing, including licensed, unlicensed, and biological family Life Sharing programs
- 5 years of supervision experience for independent contractors and employees
- Demonstrated leadership, training, and compliance oversight experience
- Knowledge of Pennsylvania ODP regulations
- Valid PA, Ohio, WV Driver’s License
- Act 33, 34 and FBI Clearances, as needed
