Clerk & Recorder - Deputy Clerk I-III (Elections)
General Purpose: The Deputy Clerk -Elections I, II, or III performs administrative work in the Clerk & Recorder’s Office for motor vehicle, recording and election functions. This position, however, is primarily assigned to the elections division which is responsible for maintaining voter registrations and administering the election process. Additional training and certification to acquire and maintain a highly technical knowledge of relevant laws and the rules, regulations, and policies of the Secretary of State pertaining to the election process is required as Deputy Clerk-Elections. The Deputy Clerk II level requires completion of HAVA training and certification and motor vehicle training during first year with progressively more complex and increased responsibilities assigned at the II and III levels.

Deputy Clerk I
Nature Of Contact With Others
This position communicates with the public, other County staff, vendors, and representatives from local, state and/or federal agencies on a daily basis, both verbally and in person, to exchange information, provide documents, register voters, conduct election proceedings, and register motor vehicles.
Responsibility for property, materials, money, and confidential information: This position is responsible for the equipment used daily in the performance of the job including computers, phones, calculator, fax, county vehicle use, plat machine and microfiche machine. This position is also responsible for cash and checks collected as fees and taxes related to motor vehicle transactions, copies of documents or other related Clerk & Recorder business. Confidentiality of information used in the performance of the job duties is subject to the Colorado Open Records Act and any other applicable statue or law governing protected information.
Physical Requirements: Work is performed in an office environment exclusively with a significant amount of time spent using the office equipment as required above. While performing the duties of this job, the employee is regularly required to talk or hear. The employee frequently is required to walk and sit; to use hands and fingers and to reach with hands and arms. The employee is occasionally required to stand. The employee must be able to lift 20 lbs. occasionally.

Essential Duties And Responsibilities
Deputy Clerk I
- Training and knowledge of the Fair Campaign Practices Act and Help America Vote Act requirements to meet compliance in maintaining voter registrations and voter records.
- Executes and establishes the legal record of voter registrations for use by governmental and other official entities.
- Under the direction of the Clerk and/or Chief Deputy Clerk trains, supervises and provides support to temporary election staff and judges necessary for the completion of election-specific assignments. Maintains, administers and preserves accurate voter records including cancellations per SOS and/or other election agencies. Supervise and support VSPCs and VSPC staff.
- Maintain inventory of all elections and judges supplies and assemble them for distribution before each election.
- Coordinate/administer functions of the election process including issuance of ballots; oversight of scanning and signature verification for voted ballots; validation of voter eligibility for provisional ballots; issuance of emergency and replacement ballots as necessary.
- Performs all duties and responsibilities of Deputy Clerk I
- Examines and analyzes legal documentation submitted for election-related functions, ensuring accuracy and enforcing compliance with appropriate statutory regulations including but not limited to voter registration and voting; Fair Campaign Practices Act; and Help America Vote Act requirements.
- Ensure election equipment is properly working prior to each election.
- Performs all duties and responsibilities of Deputy Clerk I and II
- Prepare election reports, poll books, absentee reports and all post-election reports and abstracts.
- Prepare required weekly, monthly, semi-annual or annual reports or updates for submission to SOS; prepare records for archive as required.
- Participates in special projects assigned; identifies required resources and develops a plan for completion.
- Coordination of design and development of appropriate documentation and materials.
- Maintain accurate files for all candidate forms and financial reports.
- This position may be required other areas of the county for work and outside of the county for training.
- Other related duties as assigned may include motor vehicle and recording.
- Knowledge of election statutes, Fair Campaign Practice Act, and Help America Vote Act, preferred
- Ability to use technology to perform a variety of complex tasks
- Ability to answer candidate questions and advise them on reporting deadlines and financial reports

- Possess general office skills
- Ability to work with the public
- Valid Colorado Drivers License
- Must pass background check
- Deputy Clerk I-High school diploma or equivalent, must complete of HAVA training and obtain election certification within one year of employment
- Deputy Clerk II-High school diploma or equivalent; Election Certified; 1 year experience in elections; must complete annual election training
- Deputy Clerk III-High school diploma or equivalent; Election Certified; 5 years' experience in elections; must complete annual election training
