What You'll Do
The Senior Manager of the Environmental Compliance Department is responsible for development and implementation of all programmatic functions at Pantex relating to environmental compliance. The position reports directly to the Senior Director of the Environment, Safety and Health (ESH) organization. Responsibilities of the position include ensuring full compliance with federal, state, and local environmental regulations, Department of Energy (DOE) orders, Presidential Executive Orders, and other applicable requirements for the site. This position is accountable for a wide array of environmental programmatic functions that include establishing strategic direction, financial planning, staffing and development, and a common management system encompassing operations. Elements of the management system will at a minimum include: policy and procedure development; setting and evaluating annual goals and objectives; program development; training; self-assessment and management reviews.
Specific responsibilities of the Senior Manager of the Environmental Compliance Department include direct oversight and management of the regulatory programmatic areas of Air Quality Compliance; Wastewater Compliance; Drinking Water Compliance; Stormwater Compliance; Underground Injection Control compliance; Petroleum Storage Tank Compliance; Hazardous and Industrial Solid Waste Compliance; Corrective Action Compliance (RCRA/CERCLA); Natural Resource Management and Compliance; Cultural Resource Compliance; National Environmental Policy Act (NEPA) Compliance; Environmental Surveillance Monitoring; Sustainability Compliance including Sustainable Acquisition, Energy, Water, Greenhouse Gas, Fuel, Building Commissioning, etc.; Environmental Management System Implementation; and Radioactive Waste Certification. These activities actively support Pantex’s ability to demonstrate compliance with mandatory environmental permit requirements and/or regulations providing the ability to conduct necessary plant operations.

In addition to the above requirements, the applicant must also meet the requirements of DOE O 426.2A (i.e., Baccalaureate in engineering or related science and 4 years nuclear experience, or a DOE O 426.2A alternative). DOE O 426.2A experience requirements can be satisfied following employment. In the interim, newly hired personnel will not be assigned duties that could impact the safety basis of nuclear facilities. What You'll Do Continued
- Implementation of the policy for the aforementioned program areas.
- Perform duties in support of the Pantex Plant’s Environmental Compliance Program providing specialty job knowledge to lead the development, implementation, and communication of compliance strategies designed to ensure and document strict compliance with authorizations and regulations associated with site cleanup, waste management, wastewater treatment and disposition, air quality and underground injection control.
- Oversee the preparation, update, and submittal of hundreds of deliverables annually related to environmental regulatory compliance.
- Apply significant professional experience, education, and specialized training across multiple environmental science disciplines to support other subject matter experts; influence organizational goals and objectives; mentor associate and intern level team members; and communicate with senior management to ensure compliance with regulatory requirements.
- Prepare, lead, and review Plant project proposals, documents, reports, permits, notifications, and environmental impact reviews.
- Prepare reports and conduct evaluations and assessments, from basic to complex, which identify applicable environmental requirements impacting project and Pantex Plant operations.
- Utilize knowledge of Pantex Plant operations and personnel to ensure compatibility of compliance and mission.
- Demonstrate a high level of proficiency in implementation of various laws and regulations including the Resource Conservation and Recovery Act, the Comprehensive Environmental Response, Compensation, and Liability Act, Title 30 of Texas Administrative Code, the Atomic Energy Act, the Clean Water Act, the Clean Air Act, and the Safe Drinking Water Act.
- Demonstrate proficiency in the use of Microsoft Excel, Word, PowerPoint, and other Microsoft Office software to support excellence in written and verbal stakeholder communications.
- Provide direction and oversight of scientific duties requiring technical skills and application of knowledge with autonomy to make final recommendations of a highly technical nature within a range of specialties. Determine and communicate objectives and approach to work assignments guided by the broadest policies and objectives of the company. Develop written procedures, as needed, to ensure continuity of operations for any of the above activities. Develop, track, and report metrics for environmental programs.
- Develop and implement continuous improvement within environmental compliance initiatives based on knowledge of Pantex Plant processes and equipment.
- Interact internal program managers, senior line and organizational managers, Pantex Field Office (PFO), National Nuclear Security Administration (NNSA) Headquarters personnel and leadership, and State and Federal environmental regulators.
- Collaborate closely with program and funding managers to ensure resources are available as needed.
