This Opportunity:
Palladium is currently seeking a US based Senior Technical
Advisor (STA) to support implementation of the Translating Data for
Implementation (Data.FI) award in Ethiopia. Data.FI is a global project funded by the U.S. President's Emergency
Plan for AIDS Relief (PEPFAR) and the State Department.
Data.FI partners with PEPFAR programs to accelerate and sustain
access to high-quality data to expedite HIV epidemic control and maintenance.
Data.FI supports host country governments to enhance existing health
information systems (HIS) and conduct in-depth analysis of epidemiologic and
program data to inform management responses to gaps in programming and sustain
impact by supporting local partner transition.
This STA advises and collaborates with project teams to plan,
develop, and implement high-quality data systems, ensuring adherence to
industry standards and best practices. The role supports company growth by
managing projects effectively and fostering positive client relationships,
while actively contributing to the continuous improvement of program quality
and operational efficiency through global initiatives and knowledge sharing.
The consultant will build strategic partnerships and represent the organization
at international forums, technical working groups, and with key stakeholders.
The ideal candidate brings expertise in health information exchange
architecture, integration of multi-source data systems, and experience
supporting donor-funded projects.
This is a project role with duration until March 31, 2026, with
possibility of extension.
Location and Compensation:
The position is based in Palladium's Arlington, VA office within
our Americas region.
Palladium supports a hybrid working model with 3 days in office, 2
days from home.
For our prospective employees in the United States, please note
that the full-time equivalent annual base salary for this position is expected
to range from $120,000 to $135,000 and successful candidates may also be
eligible for additional, variable incentive compensation dependent on the role.
For part-time employees, the salary will be prorated based on the actual number
of hours worked.

Reporting Lines:
The Senior Technical Advisor will report directly to the Technical Director, Data.FI
Primary
Roles and Responsibilities:
- Work
with project teams to advise, plan, develop, coordinate, and implement the
programmatic workplan related data systems; ensure quality implementation
of activities.
- Work
with the Directors of Information Systems, to ensure guidance on best
practice and industry standards are communicated to project teams; guide
staff on technical implementation ensuring adherence to standards,
industry best practices and key strategic guidance.
- Contribute
to company growth by supporting well-managed projects, ensuring Palladium
is seen positively by clients for consideration in future business
development.
- Actively
support the constant improvement of program quality and management
efficiency through contributions to country, regional and global
initiatives, such as SOP/tool/template development/refinement.
- Develop
and implement efficient ways to better share program information and best
practices among Data.FI activities globally such as through routine
meetings, conference abstracts, blogs, and publications.
- Formulate
partnerships and collaborations with relevant organizations and networks
for strategic growth, including representing Palladium to governments,
donors, partners, and other stakeholders, through thought leadership at
international meetings, ministry-level events, technical working groups,
one-on-one meetings, and communities of practice; manage existing
relationships.
- Complete
other duties as assigned
Essential
Criteria:
- Master's in Data Science, Information Systems, IT or similar degree and 10 years of relevant work experience
- Fluency
in English; knowledge of French will be an asset.
- Previous
experience managing projects or activities that required high quality
organizational, financial, or managerial skills
- Comprehensive understanding of how information systems fit within Health Information Exchange architecture and can leverage data from open-source global good digital health software products such as DHIS2, OpenLMIS, iHRIS, OpenIMIS, OpenMRS, CommCare
- Experience developing information systems that integrate data from multiple data sources, along with the effective engagement of government ministries (or other relevant clients) responsible for the different data sources
- Experience supporting work implementing USG or other donor funded projects
