This Opportunity:

Palladium is currently seeking a US based Senior Technical Advisor (STA), Health Financing to support implementation of the Translating Data for Implementation (Data.FI), a global project funded by the U.S. President's Emergency Plan for AIDS Relief (PEPFAR) and the State Department.

Data.FI partners with PEPFAR programs to accelerate and sustain access to high-quality data to expedite HIV epidemic control and maintenance. Data.FI supports host country governments to enhance existing health information systems (HIS) and conduct in-depth analysis of epidemiologic and program data to inform management responses to gaps in programming and sustain impact by supporting local partner transition.

The STA will drive the development and execution of health financing strategies across multiple country portfolios, ensuring alignment with U.S. government and partner priorities. Responsibilities include overseeing the design, implementation, and technical quality of health financing initiatives-ranging from costing and modeling to public financial management reforms, resource mobilization, and strategic purchasing. The role also entails providing leadership in capacity strengthening, supervising technical teams, and engaging with public and private sector stakeholders to design innovative financing models and support policy implementation. Additionally, the STA will offer high-level technical assistance, develop knowledge products, and contribute to business development and cross-mission learning.

PLEASE NOTE this role is contingent upon funding (expected in January) and the project will run through September 2026.

Location and Compensation:

The position is based in Palladium's Arlington, VA office within our Americas region.

Palladium supports a hybrid working model with 3 days in office, 2 days from home.

For our prospective employees in the United States, please note that the full-time equivalent annual base salary for this position is expected to range from $120,000 to $135,000. Please be advised that a final salary offer will be based on various factors, including but not limited to your qualifications, education, experience, skills, seniority, performance, and Palladium's business or organizational needs.

Reporting Lines:

  • The STA will report to the Project Director, Data.FI
  • This role will supervise the Technical Advisor, Health Financing and/or more staff depending on the portfolio and funding
  • This role will collaborate closely with country directors, technical leads, local partners, and be involved in client engagement

Primary Roles and Responsibilities:

  • Develop and guide the health financing strategy and country portfolios, ensuring alignment with US government and partner country priorities
  • Oversee design and execution of health financing activities, including costing, modeling, and research, within assigned countries and projects
  • Ensure technical rigor in finance, economics, econometrics, and modeling across all assigned domains
  • Lead work planning, budgeting, staffing, deliverable quality, and client engagement for assigned projects, and mentor junior staff
  • Provide oversight to technical leads and activity managers for assigned countries and activities
  • Strengthen country teams' capabilities through coaching, performance management, and targeted capacity building for directors and leads
  • Guide reforms in public financial management, such as program-based budgeting and fiscal decentralization, and integrate financial management systems at national and local levels
  • Lead fiscal analysis, budget and expenditure surveys, and develop strategies for mobilizing domestic health resources
  • Develop innovative health financing models and encourage private sector participation in health financing
  • Support strategic purchasing reforms, including benefit package design, provider payment methods, and results-based financing for health programs
  • Advise on insurance and risk pooling mechanisms to expand financial protection and coverage
  • Produce policy briefs, presentations, and guidance documents, and contribute to knowledge sharing across missions and global/regional forums

Essential Criteria:

  • Master's degree in Health Economics, Economics, Public Policy, Public Health (health financing focus), Finance, or a related field
  • 10 years of progressively responsible health financing experience in LMIC settings with direct engagement of ministries of health/finance and donors
  • Experience with public financial management and results-based financing in LMICs
  • Must be highly collaborative and able to work effectively with cross-functional teams
  • Proven ability to convert analytics into policy and operational action and to convene multi-stakeholder processes.
  • Successful experience engaging senior government officials, US missions, and multilateral partners; strong diplomacy and negotiation skills
  • Excellent written and oral communication in English; French and/or Spanish highly desirable
  • Willingness to travel internationally (approximately 25-30%)

  • Strong analytical, financial, and problem-solving skills with attention to detail and deadlines
  • Supervisory, team development, and performance management skills, including delegation and coaching
  • Excellent time management skills with a proven ability to meet deadlines
  • Ability to adapt to the needs of the organization and employees
  • Proficient with Microsoft Office Suite or related software

Desirable Criteria:

  • Prior experience on USG-funded projects with familiarity in compliance, subawards, and results reporting
