SUMMARY OF RESPONSIBILITIES
The Human Resources (HR) Generalist provides key oversight and support over various HR employee programs and functions within PTCOA/ISI, and is centrally involved in the recruiting, interviewing, and onboarding processes, administering various high-level payroll functions, researching and resolving employee benefit election issues, conducting and/or assisting with employee investigations, and ensuring compliance with applicable federal, state, and local law, as well as PTCOA/ISI’s policies and procedures.
ESSENTIAL FUNCTIONS
(1) Participates in the recruiting process for exempt and non-exempt employees by posting open positions, processing applications, reviewing qualifications, coordinating interview process, conducting pre-employment screening, etc. This position is responsible for monitoring PTCOA/ISI’s recruiting processes to ensure efficient processing of applicants, observing position requirements and adhering to legal and/or administrative requirements.
(2) Works with staffing agencies to secure the services of temporary employees as needed.
(3) Coordinates employee onboarding and offboarding processes to ensure that all of PTCOA/ISI’s policies, procedures, and its relevant legal obligations are followed. This includes the responsibility to complete the necessary credentialing functions for applicable new hires.
(4) Coordinates all benefits enrollments—including 401(k), health, life, disability and supplemental insurance enrollments—and communicates with service providers concerning routine administration of programs.
(5) Researches and resolves issues regarding benefit election issues.
(6) Reviews, analyzes, and executes all functions of PTCOA/ISI’s record retention and destruction schedule with respect to employee documents, and therefore maintains personnel files in compliance with applicable legal requirements.
(7) Maintains a comprehensive working knowledge of PTCOA/ISI’s human capital management (HCM) system including, but not limited to, the applicant tracking system, time management system, recordkeeping, scheduling, benefits administration and performance and compensation management.
(8) Works closely with members of the Finance Department on issues involving employee time and attendance, paid time off (PTO), holiday pay and payroll deductions, among other things.
(9) Utilizes a wide variety of written materials (e.g. forms, procedures, brochures, pamphlets, etc.) for the purpose of documenting activities, providing written reference, and/or conveying information.
(10) Participates in meetings that involve a range of issues (e.g. personnel actions, regulatory requirements, actions involving outside agencies, inter-department needs, etc.) for developing recommendations and/or supporting other staff.
(11) Conducts and/or coordinates training for new hires at the initiation of employment and for current employees on an intermittent basis.
(12) Works with the Director of Human Resources by assisting in the performance of broad HR functions, and—among other things—routinely monitors and coordinates FMLA leave and PTO accruals.
(13) Performs other related duties as assigned.

REQUIRED EDUCATION, EXPERIENCE, AND/OR CERTIFICATIONS
The position requires a bachelor’s degree and two (2) years of experience in the field of human resources or a related field with adaptable skillsets. Preference is afforded to individuals with human resources certifications or experience in employment law.
WORKING ENVIRONMENT AND PHYSICAL DEMANDS
This is a full-time position. Days and hours of work are expected to include 8:00 a.m. to 5:00 p.m. (Monday through Thursday) and 8:00 a.m. to 12:00 p.m. (Friday). Occasional overtime may be required. Occasional travel may be required. The position operates in a professional office environment and the incumbent, in the course of performing this position, spends time writing, typing, speaking, listening, driving, seeing (such as close, color and peripheral vision, depth perception and adjusted focus), standing, sitting, walking, and reaching. The incumbent operates all standard office equipment, motor vehicles, and mobile phones. The work environment characteristics and physical demands described here are representative of those an employee encounters while performing the essential functions of this job.
