Position Overview
PACO Group (PACO) is seeking a highly organized Training and Turnover Coordinator to support the Metropolitan Transportation Authority (MTA) on a Substation Component Replacement Project in the Bronx, New York. The Training and Turnover Coordinator plays a vital role in ensuring a seamless transition from construction to operations by coordinating all training, documentation, and system turnover activities. This position supports MTA C&D, the Contractor, and the Resident Engineer by facilitating stakeholder readiness through well-organized training programs, system demonstrations, and comprehensive turnover documentation in compliance with MTA C&D standards, contract requirements, and industry best practices. This role is ideal for a detail-oriented professional with experience in project closeout, O&M training coordination, and asset turnover management within a transit or utility power infrastructure environment.
Key Responsibilities and Duties
Training Coordination
- Develop and assist in implementing project training and turnover plans consistent with the Construction Contract and MTA C&D requirements.
- Coordinate with contractors, equipment vendors, and MTA operating departments (e.g., Power, Third Rail, Maintenance of Way) to schedule and facilitate technical training sessions for operating and maintenance personnel.
- Verify that all training materials, O&M manuals, procedure manuals, and as-built documentation are reviewed, approved, and distributed to the appropriate MTA groups.
- Track completion of training deliverables, attendance records, and certification documentation to ensure full contractual compliance.
- Support organization and execution of hands-on field demonstrations and operational walkthroughs of high-voltage and low-voltage systems, including property line boxes (PLBs), switchgear, transformers, rectifiers, and associated control equipment.
- Ensure training content adequately covers system operation, maintenance procedures, safety precautions, and emergency response protocols.
Turnover Management
- Assist in collecting, reviewing, and organizing as-built drawings, test reports, warranty packages, O&M manuals, and procedure manuals required for project turnover.
- Prepare and maintain turnover checklists to confirm all documentation and deliverables are complete before final acceptance.
- Participate in final inspections and readiness verifications to confirm that all systems have been properly tested, documented, and accepted.
- Coordinate with MTA C&D and the Contractor to resolve outstanding punch-list or documentation issues before system handover.
- Maintain organized records of all training and turnover materials in Bentley ProjectWise, Unifier, or other MTA-approved systems.
Operational Readiness & Documentation
- Interface with MTA user groups and facility operations staff to confirm readiness for system handover and acceptance.
- Verify that as-built drawings, operation manuals, procedure manuals, and warranty documentation accurately reflect the final installed configuration of substations, property line boxes, transformers, and cabling systems.
- Support the preparation and submission of acceptance packages, digital archives, and sign-off documentation for MTA approval.
- Ensure all training and turnover documentation is properly indexed and archived for future operational reference.
Coordination & Communication
- Liaise between MTA C&D project staff, contractors, and operating departments to ensure that all training and turnover milestones are clearly scheduled and tracked.
- Assist in organizing turnover coordination meetings, prepare agendas and minutes, and follow up on open items to closure.
- Communicate with system specialists, safety representatives, and QA/QC staff to confirm documentation accuracy and operational readiness.
Required Qualifications
- Bachelor’s degree in Engineering, Construction Management, or a related field preferred.
- Minimum five (5) years of experience in project closeout, training coordination, or turnover management for major capital, transit, or utility power projects.
- Demonstrated experience coordinating training programs for complex electrical systems such as substations,
property line boxes, switchgear, rectifiers, transformers, and cabling networks.
- Working knowledge of commissioning, start-up, and handover processes for large-scale infrastructure projects.
- Proficiency with document control platforms (e.g., Bentley ProjectWise, Unifier).
- Excellent communication, documentation, and coordination skills across multi-discipline teams.
- Strong understanding of as-built documentation, O&M and procedure manual development, and warranty tracking.
- Experience delivering or facilitating formal technical training for operations and maintenance personnel.
Preferred Qualifications
- Certified Trainer credential (e.g., CompTIA CTT or equivalent) or formal instructional training certification preferred.
- Experience supporting MTA C&D, NYCT, or other public transportation agencies.
- Certification or coursework in Project Management or Quality Assurance.
- Familiarity with ISO 9001 quality standards, document turnover protocols, and training record documentation.
- Experience coordinating handover of systems to Power, Traction, or Third-Rail Departments in active transit environments.
- Experience working on MTA, C&D, or similar transit power infrastructure projects is strongly preferred and may be required.
Skills and Competencies

- Strong technical writing and field reporting capabilities.
- Proficient in Microsoft Outlook, Word, Excel, PowerPoint, SharePoint, OneDrive, and MS Teams.

Work Environment and Schedule
- Full-time, on-site role based in the Bronx, NY.
- Day and night shifts may be required during final training, testing, and turnover phases.
- Travel within the New York metropolitan area may be required for meetings, inspections, or coordination with the MTA Power Command Center (PCC).
Compensation
· The good-faith salary range for this position is $45-$65 per hour, depending on experience, qualifications and client requirements. Candidates with greater depth of experience or specialized expertise may fall toward the higher end of the range, and exceptional candidates may be considered for compensation outside of this range, consistent with client budget and company policy.
