Position Overview:
PACO Group (PACO is seeking a Geospatial Specialist to provide part-time support to the Port Authority of New York & New Jersey’s Enterprise Asset Management (EAM) Program. This role will advance the spatial integration of the agency’s IBM Maximo system with Esri ArcGIS, strengthening asset lifecycle management, inspection, and maintenance operations. The Geospatial Specialist will develop and implement geospatial data standards, models, and integration protocols to enhance data governance, accuracy, and usability across Port Authority facilities. Working closely with the EAM Division, Technology Department, and other stakeholders, this individual will ensure spatial data integrity and deliver web-based mapping and field applications that improve decision-making and operational efficiency. This position offers an opportunity to contribute to a multi-phase enterprise transformation and support the modernization of asset management practices across one of the nation’s most complex transportation networks.
Key Responsibilities and Duties:
- Develop and document geospatial data models and schemas for transportation infrastructure assets (bridges, roads, rail, signals, signage).
- Create and maintain master metadata and data dictionary records (ARID) for all EAM-related spatial features, attributes, and domains.
- Assist in the design, implementation, and maintenance of the Linear Referencing System (LRS) and Linear Referencing Methods (LRM) for the EAM Program.
- Define and support creation of authoritative base maps to support EAM operations and asset management activities.
- Implement and document data validation and QA/QC procedures to ensure positional accuracy, completeness, and adherence to standards.
- Collaborate with the Technology Department (TEC) and Asset Management Support Services (AMSS) team to establish the technical architecture for seamless, bi-directional integration between the Esri ArcGIS and IBM Maximo platforms.
- Support system documentation, workflows, and spatial process design in coordination with agency stakeholders.
- Design, publish, and manage map and feature services that serve as the authoritative source for enterprise asset data.
- Build, configure, and deploy Web Maps and Web Applications using ArcGIS Online/Portal, Experience Builder, and Field Maps to support EAM workflows such as inspection planning, maintenance work order creation, and asset inventory management.
- Ensure all applications are intuitive, user-friendly, and aligned with business requirements and field operations.
- Assist in the full lifecycle of geospatial solution delivery, including requirements gathering, design, implementation, testing, and maintenance.
- Participate in cross-functional meetings to align data standards and workflows across departments.
- Provide ongoing technical support and documentation for geospatial tools and integrations.
Required Qualifications:
- Bachelor’s degree in Geographic Information Systems (GIS), Geography, Computer Science, Information/Data Science, Engineering, or a related field.
- Minimum of 5 years of progressive professional experience utilizing GIS in a transportation, public works, or asset management environment.
- Proficiency in Esri ArcGIS Pro, ArcGIS Enterprise (Server/Portal/Online), and related mobile applications (Field Maps, Survey123).
- Demonstrated understanding of geospatial data management, versioning, and replication in enterprise environments.
- Proven experience supporting integration between GIS and EAM/CMMS systems (such as IBM Maximo, SAP, or AssetWorks).
- Strong analytical, organizational, and communication skills with the ability to coordinate across technical and non-technical teams.
Preferred Qualifications:
- Certified Geographic Information Systems Professional (GISP) or equivalent credential.
- Experience defining and implementing Linear Referencing Systems (LRS) and Linear Referencing Methods (LRM) within transportation or utility networks.
- Familiarity with CAD integration and conversion of engineering plans to GIS features.
- Working knowledge of asset hierarchy modeling and asset lifecycle management principles.
- Experience developing spatial data pipelines and using scripting/programming languages (Python preferred).
- Experience integrating GIS with IBM Maximo or other major EAM/CMMS platforms.
- Knowledge of data pipeline tools, database structures, and data governance frameworks.
Skills and Competencies:
Strong proficiency in Esri ArcGIS ecosystem, including ArcGIS Pro, ArcGIS Enterprise, ArcGIS Online, and associated field applications.

Work Environment and Schedule:
- This is a part-time position (approximately 30 hours per week) with an anticipated 8 hours on-site each week at 2 Montgomery Street, Jersey City, NJ.
- Work hours are flexible within the Port Authority’s standard business hours (8:00 AM – 5:00 PM).
- Hybrid work arrangements may be approved in coordination with the Port Authority’s Enterprise Asset Management Division.
- Some travel to Port Authority facilities may be required.
Compensation:
- The good-faith salary range for this position is $50-$65 per hour, depending on experience, qualifications and client requirements.
- Candidates with greater depth of experience or specialized expertise may fall toward the higher end of the range, and exceptional candidates may be considered for compensation outside of this range, consistent with client budget and company policy.
