Position Overview:
PACO Group (PACO) is seeking a highly experienced Deputy Resident Engineer (DRE) to join our project team supporting the Metropolitan Transportation Authority (MTA) at the Throgs Neck Bridge. The DRE will play a critical role in supporting the Resident Engineer and the project management team in overseeing the delivery of major infrastructure rehabilitation and improvement projects at the Throgs Neck Bridge. The DRE will ensure that construction contractors adhere to design documents, safety and environmental regulations, schedule milestones, and contract requirements. This position requires strong technical expertise, field supervision experience, and the ability to coordinate multidisciplinary teams and stakeholders on complex, multi-phase projects.
Key Responsibilities and Duties:
- Construction Oversight & Field Management
-Supervise and oversee construction activities, ensuring compliance with contract specifications, approved drawings, and applicable codes and standards.
- Inspect ongoing construction, verify materials, witness testing, and ensure proper storage and labeling.
- Monitor Maintenance and Protection of Traffic (MPT) activities, coordinate lane closures, and chair weekly coordination meetings among contractors, MTA and stakeholders.
- Oversee specialized construction activities, including steel diaphragm replacement, pin-and-link assembly work, and underdeck painting.
- Quality Assurance & Compliance
- Implement and enforce quality control and quality assurance procedures as part of the overall Quality Assurance Plan.
- Review and evaluate inspection reports, shop drawings, and contractor submittals.
- Ensure compliance with environmental regulations, coordinate environmental monitoring, and oversee mitigation activities including hazardous materials handling, stormwater controls, and air/noise monitoring.
- Project Coordination & Communication
- Assist the Resident Engineer in managing construction schedules, budgets, and change orders, including participating in dispute resolution and claims analysis.
- Coordinate with Authorities Having Jurisdiction (AHJs) for permitting, approvals, and inspections.
- Support stakeholder engagement by maintaining effective communication channels between MTA, contractors, consultants, and external agencies.
- Prepare weekly and monthly progress reports summarizing work completed, planned activities, issues, and risks.
- Safety & Risk Management
- Promote and enforce safety best practices, accident prevention plans, and safe work plans on-site.
- Monitor field operations for OSHA compliance and investigate incidents as required.
- Support risk assessment and mitigation planning, particularly in relation to site-specific hazards and complex construction operations.
Required Qualifications:
- Bachelor’s degree in civil engineering, or a related field required.
- Licensed Professional Engineer (P.E.) in New York State required.
- Minimum of ten (10) years of progressively responsible experience in construction engineering, field supervision on large-scale infrastructure projects, or other relevant professional experiences.
- NACE Level III or SSPC Bridge Coating Inspection certification required for painting oversight.
- Familiarity with and understanding of MPT standards, OSHA regulations (29 CFR 1926), and permitting processes.
- Strong knowledge of construction inspection, QA/QC practices, and environmental compliance.
- Prior experience working on MTA projects.
Preferred Qualifications:
- Experience with bridge or structural rehabilitation projects strongly preferred.
Skills and Competencies:
- Must be proficient in Microsoft Outlook, Word, Excel, PowerPoint, OneDrive, SharePoint, and MS Teams.
- Excellent communication, leadership, analytical, and problem-solving skills.
- Must have excellent oral and written communication skills.
- Must have strong presentation skills.
Work Environment and Schedule:
- Full-time, on-site role based at the Throgs Neck Bridge project.
- Day and night shifts required based on construction schedules.
Travel within the New York metropolitan area may be required for meetings, inspections, or site visits.
Compensation:
- The good-faith salary range for this position is $55-$70 per hour, depending on experience, qualifications and client requirements.
- Candidates with greater depth of experience or specialized expertise may fall toward the higher end of the range, and exceptional candidates may be considered for compensation outside of this range, consistent with client budget and company policy.
