GENERAL DESCRIPTION OF POSITION 

The Director of TRIO at Pacific University will be the Director of the first TRIO program at a private university in the state of Oregon, launching and building Pacific’s very first TRIO program grant. The Director of TRIO will be responsible for the administration and evaluation of the TRIO Student Support Services (SSS) federal grant, ensuring that the required student services are delivered to eligible project participants. Working with the TRIO Advisor and TRIO Administrative Assistant, the Director will oversee the day-to-day administration and monitoring of program operations and budgets. 

 

Annual salary: $68,000 - 72,000.

The position is grant funded, and renewable contingent upon grant funding. This is a full-time, in-person position on the Forest Grove campus. 

The position will remain open until filled.

 

ESSENTIAL FUNCTIONS/MAJOR RESPONSIBILITIES: 

Program Management:

  • Develop policies and processes to support grant objectives and requirements.

  • Plan, implement and oversee program delivery for participants.

  • Document services in accordance with Federal grant regulations.

  • Ensure program targets are achieved in alignment with grant proposal.

  • Manage and monitor program budget.

  • Evaluate program success. 

  • Reapply for grants based on the TRIO grant application cycle.

  • Develop and facilitate all TRIO SSS program activities. 

 

Grant Management:

  • Regularly communicate with the US Dept of Education TRIO Program.

  • Regularly communicate with Oregon TRIO Association

  • Maintain detailed program records in alignment with Federal grant regulations.

  • Ensure timely and accurate submission of reports including annual progress reports and budget reports.

  • Maintain a comprehensive understanding of federal regulations as they relate to TRIO programs. 

 

Leadership and Supervision

  • Hire, train and supervise TRIO Advisor and Administrative Assistant 

  • Hire, train and supervise TRIO Success Coaches

  • Set goals and evaluate performance in alignment with grant objectives.

  • Lead campus discussions related to TRIO

  • Regularly communicate with campus and community partners regarding program status. 

Other administrative duties as assigned. 


SECONDARY FUNCTIONS:

  • Active participation in and support of Student Affairs division activities and initiatives.

  • Service on Student Affairs and University committees and task forces. 

  • May participate in Student Affairs on-call and/or Care Team duties.

  • Other duties as assigned.

 

JOB SCOPE:

  • Scope falls within Essential Functions described above.  

  • Operates independently under general direction from the Vice President of Enrollment Management and Student Affairs, in alignment with established university policies and processes. 

  • While the role is highly collaborative, requiring regular partnership with campus stakeholders and team members, it also demands a significant level of independent responsibility to carry out essential functions.

  • Expected to proactively analyze processes, identify areas for improvement, and implement solutions in collaboration with the VP of Enrollment Management and Student Affairs while maintaining consistency with departmental goals and university standards.​​​

 

SUPERVISOR RESPONSIBILITY:

  • This position has direct supervisory responsibilities. The Director will hire, supervise and evaluate the TRIO Advisor and the TRIO Administrative Assistant.  

Qualifications:

REQUIRED EDUCATION AND/OR EXPERIENCE:

  • Master's degree in education, administration, counseling, social work, student development or other related field, required. 
  • Minimum of 3-5 years of administrative experience in a TRIO SSS or similar program.
  • Experience developing, implementing, or managing effective programs in student development, academic support, or student retention. 

REQUIRED KNOWLEDGE, ABILITIES AND BEHAVIORS:

  • Knowledge of, or experience with, academic advising, counseling, financial aid, disability services, or other areas that require formal assessment of student needs.
  • Experience in project administration; hiring, training, and supervising staff; and developing and managing budgets.
  • Experience conducting quantitative and qualitative program evaluations with evidence of outcomes-driven accomplishments.
  • Knowledge of statutory/regulatory requirements for federally-funded projects
  • Knowledge of equitable and inclusive practices in higher education and experience supporting or otherwise engaging with historically marginalized, underrepresented, or underserved student populations.
  • Demonstrated ability to work effectively with diverse stakeholders and to accomplish shared goals and objectives.
  • Demonstrated effective communication skills.
  • Ability to address a high volume of multiple tasks and to identify, prioritize, track and implement and evaluate department initiatives all while working successfully with minimal direct supervision.
  • Ability to establish positive and productive working relationships with students, staff and faculty.
  • Demonstrated ability to maintain confidentiality regarding information pertaining to all students, faculty and staff. 
  • Bi-lingual English and Spanish, preferred. 

PREFERRED QUALIFICATIONS:

  • Bilingual or multilingual skills, especially in Spanish
  • Specific knowledge and experience adhering to confidentiality and privacy as it relates to of FERPA, Title IX, or other relevant higher education compliance standards
  • Experience supervising professional staff and student workers​​​​​​​

WORKING CONDITIONS:

Work Setting:

  • This is a full-time, in-person (not remote) position based on the Forest Grove campus.
  • Ability to travel between Forest Grove and Hillsboro campus as necessary to effectively serve our community.
  • Typical office environment that is not substantially exposed to adverse environmental conditions (i.e., typical office environment)

Schedule Expectations:

  • Standard weekday hours (Monday–Friday)
  • Occasional evening and/or weekend responsibilities

Travel Requirements: 

  • Some travel required to annual conferences/meetings.

PHYSICAL REQUIREMENTS: 

  • Primarily sedentary work – involves sitting most of the time with some light work involving lifting up to 20 pounds to assist with office operations.
