Role Description: The Staffing Manager is a full-time, on-site role based in Stockton, CA. This role oversees caregiver staffing needs, including recruiting, screening, and onboarding new team members to ensure adequate coverage for client care. The Staffing Manager coordinates schedules, manages assignments, and monitors staffing levels to meet service standards and client requirements. Daily responsibilities include maintaining accurate records, collaborating with care coordinators and administrative staff, addressing staffing issues, and supporting performance management. The role also involves building strong working relationships with employees, facilitating communication between staff and leadership, and contributing to process improvements that enhance service quality and operational efficiency.

Duties:

  • Lead and oversee staffing operations within an assigned district, ensuring recruiting efforts align with service needs, utilization goals, and organizational priorities
  • Regular, in-person attendance at the assigned work location is an essential function of this position to support effective collaboration, coordination with internal teams, and execution of recruiting activities
  • Manage full-cycle recruitment for care providers (sourcing, screening, interviews, job offers)
  • Ensure hiring decisions align with job expectations and company standards
  • Partner with the Placement Manager to identify staffing needs and adjust recruiting efforts based on client demand, service hours, and geographic needs
  • Develop and implement proactive sourcing and recruiting strategies to fill care provider vacancies
  • Identify high-performing sourcing candidate channels (referrals, schools, community programs, job boards).
  • Maintain a steady pipeline of qualified and ready-to-work care providers
  • Support and participate in alternative recruiting strategies beyond traditional job postings

Leverage non-traditional sourcing methods such as:

  • Employee referral networks
  • Community partnerships and workforce programs
  • Training programs, schools, and certification programs
  • Local events, job fairs, and grassroots recruiting efforts
  • Verify and update candidate qualifications, including certifications, experience, and required documentation (I-9)
  • Conduct fingerprinting for candidates as part of the background check process
  • Ensure all fingerprint submissions are completed accurately and in a timely manner
  • Travel and drive to various locations to meet with applicants and support recruiting and hiring activities

o  Pacific Homecare Services reasonably expects driving to be an essential job function. An alternative form of transportation is not comparable in travel time or cost to the company.

  • Coordinate and participate in recruiting events, job fairs, and community events
  • Maintain confidentiality of our clients and our care providers in compliance with HIPAA
  • Attend monthly department meetings and quarterly staff meetings
  • Perform other job-related duties as assigned


Qualifications:

  • A bachelor’s degree in a related field and a minimum of three years of experience in recruiting, staffing, or talent acquisition
  • Must possess and maintain a valid driver’s license and auto insurance
  • Must successfully pass DMV Motor vehicle check and meet company insurability requirements
  • Ability to conduct in-person interviews and interact with candidates in various environments
  • Strong communication and interpersonal skills, with the ability to build rapport and assess candidates effectively
  • Excellent organizational and time management skills, with the ability to manage multiple priorities in a fast-paced environment
  • Proactive sourcing and problem-solving abilities, with adaptability to changing staffing needs
  • Sound judgment in hiring decisions and attention to detail in execution
  • Ability to collaborate cross-functionally, work independently, and maintain confidentiality
  • Ability to balance hiring volume with quality of hire to support operational goals
  • Bilingual in Spanish/English is preferred but not mandatory

Physical & Work Requirements

  • Prolonged periods sitting at a desk and working on a computer
  • Ability to travel between office locations, hiring events, and community sites as needed
  • Ability to work in an in-office environment as an essential function of the role, with regular in-person collaboration
