Seeking an experienced QA/IM Manager who will be responsible for overseeing all aspects of Quality Assurance, Incident Management, and Regulatory Compliance for the organization. This position will require you to ensure that all services are met and exceed ODP standards and that documentation, training, and provider practices align with Pennsylvania’s regulatory requirements, including 6100 regulations, QA&I, IM Bulletin 00-21-02, and mandatory ODP reporting guidelines. Must have excellent communication skills to coordinate across cross-functional teams and with the QA/IM Assistant within the organization; capable of preparing comprehensive documentation and reports; and be a team player.
Key Responsibilities
Quality Assurance (QA)
- Oversee all internal QA systems to ensure compliance with ODP, DHS, and county AE requirements.
- Conduct internal audits of service documentation, EVV notes, ISPs, training logs, and incident reports.
- Lead QA&I preparation, evidence gathering, corrective action plans (CAPs), and follow-up.
- Monitor service delivery to ensure person-centered planning, goal implementation, and regulatory accuracy.
- Analyze trends, identify systemic issues, and implement quality improvement strategies across programs.
Incident Management (IM)
- Serve as the agency's Incident Management Lead.
- Review, classify, and submit incidents in EIM according to ODP Bulletin 00-21-02.
- Ensure timely investigations, provider reports, and corrective actions.
- Coordinate internal and external investigations, including with county AEs and ODP regional staff.
- Provide IM training to staff and ensure all reporting requirements are met.
Regulatory Compliance & Training
- Maintain up-to-date knowledge of ODP regulations (6100, 6400, 6500, 2390, etc. as applicable).
- Ensure compliance with staff training requirements per 6100.142–6100.143.
- Assist with policy and procedure development, implementation, and updates.
- Provide oversight for EVV compliance and documentation accuracy (WellSky).
Qualifications
- Bachelor’s degree in Human Services, Social Work, Psychology, or related field required.
- Minimum 3–5 years MH/IDD experience in a supervisory or compliance-related role.
- Strong knowledge of ODP Incident Management, EIM, QA&I, 6100 regulations, and waiver services (Companion, IHCS, Respite, CPS).
- Experience collaborating with AEs, SC organizations, ODP representatives, and regulatory entities.
- Exceptional organizational, analytical, and written communication skills.
- High attention to detail and ability to handle confidential investigations.
- Must possess or obtain required ODP IM and QA certifications/trainings.
Preferred Skills
- Experience with WellSky/EVV, HCSIS, and EIM.
- Knowledge of audits, data analysis, and root-cause corrective action planning.
- Ability to train, coach, and support team members and QA/IM Assistant in compliance tasks.
