What are the responsibilities and job description for the Construction Quality Control Manager - QCM position at P&S CONSTRUCTION, INC?
Primary Purpose:CQM is the performance of tasks which ensure that construction is performed according to plans and specifications, on time, within a defined budget, and in a safe environment.
Overview: The primary function of contractor quality control (CQC) is to assure that the completed project meets all quality requirements of the contract. To guide the contractor in this task, a CQC plan must be prepared and maintained to ensure that the required standards of quality construction are understood and met. In the CQC plan, the the contractor defines the procedures by which they will manage and control their own, all subcontractor’s and supplier’s activities so that the completed project complies with contract requirements.
Major Duties and Responsibilities/Accountabilities:
1. Be thoroughly familiar with all contract documents.
2. At all times communicate and coordinate with the on-site project superintendent.
3. Prepare job specific Quality Control plan and maintain that plan updating as required throughout the project duration
4. Schedule, conduct and document preparatory, initial and follow up meetings in accordance with USACE Requirements.
5. Actively monitor all ongoing work and immediately bring to the attention of the project superintendent and subcontractor work not meeting contract requirements and/or quality standards.
6. Follow through on corrective measures and document non-conforming work as well as corrective action taken to resolve.
7. Supervise and coordinate inspection and testing activities
8. Supervise and Coordinate all testing and inspections including pre-functional and final inspections to ensure adherence to requirements
9. Maintain quality control records prepared in support of construction activities and installations
10. Monitor activities of subcontractors to ensure materials, installation and construction comply with contract requirements.
11. Properly document deficiencies
12. Maintain and manage submittal and RFI documentation in compliance with P&S submittal and RFI procedures i.e. posting of submittal and RFI packages and logs. When and as required, maintain and manage government required submittal and RFI documentation.
13. Manage timely and quality of submittals from subcontractor
14. Review incoming submittals for completeness and compliance with contract documents.
15. Manage and coordinate Red/Zone/Closeout Requirements i.e. Commissioning, TAB, Functional Testing Activities, Punch List, Closeout Documentations (O&M’s, Warranties, as-built, drawings, Owner Training).
16. Manage Maintenance of on-site redline drawings
Minimum Requirements:
Skills:
1. Team Oriented

5. Proficiency in Microsoft Office; Experience with RMS preferred
Experience:
1. 5 years of construction quality control or related construction experience required
2. Knowledge of Federal Procurement and Delivery Process
3. Knowledge and hands on experience with Design-Build, Bid-Build, and LEED projects
Education:
1. Bachelor’s Degree in related field (Construction Management, Engineering or Architecture) preferred
2. USACE CQM Certification
3. OSHA 10 Hour Certification/ EM-385-1-1
4. CPR/First Aid Certification preferred
Working Conditions: The Quality Control Manager splits time between office tasks and on-site field inspections, often working from an on-site job trailer. Physical demands include regular standing and walking, occasional lifting, and navigating active construction areas. The role may involve exposure to environmental elements such as noise, dust, and varying weather conditions.
