Company Overview: Outstanding Possibilities Revealed (OPR) is a community-based organization providing Supported Employment and Employment Readiness services to individuals with intellectual and physical disabilities as well as transitional youth. Our goal is to assist individuals to navigate barriers to prepare, obtain and retain competitive employment in the community.

Job Title: Job Developer

Reports to: WBLE Program Manager

Job Description: The Job Developer is responsible for building and maintaining relationships with employers to create meaningful employment and internship opportunities for individuals participating in OPR’s Vocational Rehabilitation (VR) and Work-Based Learning Experience (WBLE) programs. This role involves identifying job leads, conducting outreach, negotiating accommodations for individuals with developmental disabilities, and ensuring that placements meet program standards for sustainability and success. The Job Developer plays a vital role in connecting OPR participants with community-based employment opportunities by bridging the gap between job seekers and employers through strong relationship-building, communication, and follow-up.

Essential Duties and Responsibilities

  • Conduct cold calls and outreach to identify new employment opportunities for OPR participants in industries such as retail, food service, childcare, administration, and more.
  • Develop and maintain a comprehensive list of general and “hot” job leads, organized by industry, state, and job title.
  • Build strong relationships with employers, explaining the benefits of partnering with OPR and hiring individuals with disabilities.
  • Identify and secure employers who agree to accommodate developmental disabilities and join OPR’s employer network.
  • Facilitate pre-employment onboarding for new employer partners, including documentation requests, inclusion training, and defining support structures.
  • Maintain accurate and up-to-date records of employer contacts, conversations, and progress in the job development tracking system.
  • Record the number of calls made, track responses, and note the outcomes of employer interactions.
  • Meet weekly and monthly outreach goals (15–20 calls per hour, 5 solid conversations, and at least 2 “hot” job leads per cycle).
  • Work with OPR leadership to ensure placements meet compliance and outcome standards for both VR and WBLE programs.
  • Participate in regular meetings to review progress and strategize improvements in employer engagement and placement success.
  • Perform other related duties as assigned by the Program Director.

Qualifications, Knowledge and Skills

  • Bachelor’s degree in business, human services, communications, or a related field; or at least two (2) years of relevant job development or vocational service experience.
  • Strong communication and interpersonal skills with the ability to engage employers and community stakeholders.
  • Excellent recordkeeping and documentation abilities.
  • Self-motivated and goal-oriented; thrives on reaching measurable outcomes.
  • Persistent, creative, and able to think outside the box when identifying employment opportunities.
  • Comfortable conducting cold calls and presenting OPR programs to potential partners.
  • Ability to handle rejection professionally and maintain a positive, forward-thinking approach.
  • Experience working with individuals with disabilities or in supported employment is preferred.

Location

  • This is a HYBRID position. Occasional travel to Silver Spring, Wheaton, Germantown, Suitland, and Waldorf are required.
  • Some weekend availability preferred

Job Type: Part-time

Pay: $21.00 - $23.00 per hour
