The Highway Operations Foreman is a safety-sensitive position subject to DOT drug & alcohol procedures, must be available to report to work during regular business hours and must be available after hours to respond to emergencies and/or highway conditions. Reporting to the Patrol Superintendent or supervisor, assumes responsibility, or directs and supervises employees performing Highway Department tasks or projects, and does related paperwork.
Hours: Winter Mon-Fri 7:00 a.m. to 3:00 p.m., Summer Mon-Thurs 6:00 a.m. to 4:00 p.m. Work schedule fluctuates with the change of seasons and workloads. Flexibility is required based on workloads. Must be available to report to work after hours to respond to emergencies and/or highway conditions. Availability is the ability to respond to a phone call within 15 minutes and report to duty within 45 minutes.

- Must be available to report to work after hours to respond to emergencies and/or highway conditions. Availability is the ability to respond to a phone call within 15 minutes and report to duty within 45 minutes.
- Performs duties of a Crew Leader, ensuring that employees are assigned duties and work is completed as assigned, safety and other work rules are being observed, and participates in work of the crew.
- Inspect, repair, replace, and maintain traffic signs and other traffic control devices on State, County, and local highways in accordance with the MUTCD.
- Set up and remove temporary traffic control work zones in accordance with the Wisconsin Work Zone Field Manual or (MUTCD).
- Perform flagger certification/recertification training and maintain accurate records of the department’s flagger certification/recertification needs.
- Plows snow from highways, applying chlorides and abrasives as necessary
- Operates equipment and performs duties of Equipment Operator II and/or Equipment Operator III such as: Dump trucks, off road trucks, truck/trailer combinations, sweepers, tractor/mowers, loaders, rollers, etc., and/or heavy equipment such as: graders, scrapers, excavators, dozers, pavers, reclaimers, etc.
- Operates small and hand tools such as chainsaws, trimmers, brush cutters, power saws, jack hammers, drills, rakes, hammers, wrenches, etc.
- Checks work progress, reports problems to superiors, and makes recommendations to solve problems that are encountered.
- Ensures application of WisDOT work zone field manual to correctly setup various traffic control layouts, as well as other work rules.
- Ensures that preventive maintenance and minor repairs are performed on equipment so work may progress and be completed on schedule.
- Maintains detailed records and makes oral and/or written reports as required, such as material and equipment charge outs.
- Establishes and maintains effective work relations.
- Provides feedback on employee performance.
- Maintains regular and predictable attendance, works overtime/extra hours as required including nights and weekends.
- Completes and submits records of time, location, materials, and equipment used on each project daily.
- Expected to work in a variety of weather conditions.
- Conducts duties in a safe diligent manner at all times.
- Ability to communicate relevant information to team members in a respectful and constructive way
- Maintain a clean and safe worksite.
- Performs other duties as assigned.
- Graduate from high school or G.E.D, and,
- Valid Commercial Driver's License Class A, B, C, D with endorsement N (Tanker) is required. As well as the ability to legally operate CMV's with Air Brakes, Manual Transmissions, Tractor/Trailers and Tank Cargo (No restrictions such as L, Z, E, O or X).
- 2 or more years in the construction industry and in the operation of light duty equipment desired.
- Or, any combination of education and experience that provides equivalent knowledge, skills, and abilities.
- Ability to read and interpret engineering plans and specifications.
- Knowledge of the MUTCD and other relevant traffic safety regulations.
- Knowledge of the Wisconsin Work Zone Field Manual.
- Ability to use hand and power tools.
- Experience and/or ability to learn GIS software to track inventory preferred.
- Experience in flagger certification and recertification training preferred.
- Knowledge of highway department operations.
- Knowledge of the modern principles and practices of operating equipment, preventive maintenance of equipment and a working knowledge of minor repairs to motorized equipment.
- Knowledge of procedures and policies, including safety.
- Leadership ability to achieve the maximum potential from employees.

- Ability to maintain accurate records and to make oral and written reports.
- Use technology to carry out construction tasks including: laser levels, GPS, utility locators, etc.
