Job Summary:
Provides leadership and oversight of all activities of the Human Resources Department for Oswego Health and all affiliates. The position is responsible for the full employee lifecycle from recruitment through retirement. Develops and executes human resources strategies in alignment with organizational goals and ensuring compliance with labor laws.
Duties/Responsibilities:
- Talent Acquisition
- Direct oversight of the Talent Acquisition team
- Collaborates on employee onboarding and employment offers
- Partners with Physician Recruiting on physician onboarding
- Employee Relations and Employee Engagement
- Direct oversight of the Employee Relations team
- Monitors ongoing investigations within employee relations and provides feedback and support as necessary
- Collaborates with the Employee Relations team to develop an employee engagement plan and related employee experience initiatives
- Compensation, Benefits and Leave Administration
- Direct oversight of Benefits Administration team
- Manages the organizations compensation plans including tuition reimbursement and market rate evaluations
- Coordinates employee benefit plans and related annual open enrollment
- Oversees leave management programs
- Oversees tuition reimbursement program
- Compliance, Regulatory Reporting
- Ensures compliances with state and federal laws
- Completes regulatory reporting for OSHA, Workers Compensation, EEO, etc.
- Serves as departmental contact for regulatory agencies including NYS Department of Health and Joint Commission
- Department Operations and Budget
- Manages day to day operations of the department
- Develops and monitors departmental policy and procedures
- Manages the Departmental budget
- Maintenance of information technology systems and technology
- Perform other duties as assigned.
Required Skills/Abilities (Unit Specific):
- Excellent verbal and written communication skills as well as interpersonal skills.
- Proficient in standard computer programs, including Microsoft Office Suite (Excel, PowerPoint, and Word).
- Excellent time management skills with a proven ability to meet deadlines.
- Professionalism and business acumen appropriate for working with guests, clients, physicians, employees and volunteers.
- Proactive and independent, with the ability to take initiative.
- Strong leadership skills to guide Human Resources team and influence organizational culture
- Strong understanding of laws, regulations, and best practices.
Education and Experience:
- Bachelor’s degree in Human Resources or related field.
- Deep experience and proven track record managing Human Resources. Minimum 10 years’ experience with no less than 5 years in a supervisory role. Professional certifications and healthcare experience preferred.
Working Conditions:
- Extended periods of sitting, using standard office equipment including, but not limited to: computers, phones, scanners, fax machines, printers, etc.
- Occasionally requires assembling, using and maintaining all departmental equipment.
- Occasionally requires prolonged periods of standing and walking
- Attendance ensures that job requirements are met.
- Actively participates in Quality Assurance programs and CQI, in-service programs, cross-training; completes department specific requirements/competencies; attends all mandatory classes as required; participates in meetings and committees as assigned.
- Complies with DOH requirements for annual health assessments and required immunizations.
Pay Range: $145,000-$165,000/annual
Employee salary is based on commensurate experience and other qualifications.
