The primary purpose of this position is to coordinate and support telecommunication services and infrastructure for ODHS and OHA, with a focus on planning, communication, and service continuity across diverse office environments. This includes oversight and support of digital and analog fax solutions, VoIP desk and lobby phones, contact center-as-a-service (CCaaS) platforms, and the underlying infrastructure that enables these services.

This position acts as a liaison between OIS teams, ODHS/OHA Facilities, external service providers, and program partners to ensure telecommunications services are effectively planned, deployed, maintained, and decommissioned as needed. Responsibilities include coordinating service setup for new or relocated offices, planning infrastructure changes, supporting vendor escalations, and ensuring that telecommunication technologies meet business and technical standards. The role also involves preparing cost estimates, facilitating procurement processes, and ensuring proper connectivity for business-critical communication services.

Functioning within the Office of Information Services, this role is essential to maintaining the reliability, accessibility, and performance of telecommunications services that support agency operations and the delivery of services to Oregonians.

What We Are Looking For

Minimum Qualifications: These qualifications must be visible in your application for consideration.

MINIMUM QUALIFICATIONS: Information Systems Specialist 5

  • Four (4) years of information systems experience in:

Telecommunications or IT Infrastructure support, IT project coordination or project management, Business or systems analysis in an IT environment

OR

  • An Associate's degree in Computer Science, Information Technology, or related field, OR completion of a two (2) year accredited vocational training program in information technology or related field;

AND

two (2) years of professional level information systems experience as described above.

OR

  • A Bachelor's degree in Information Technology, Computer Science, or related field may substitute for all of the above.

  • Experience with VoIP telephony including desk phones and soft phones, cloud-based fax (e.g., RightFax), and related infrastructure coordination.
  • Proven ability to work with external vendors and internal IT teams to resolve issues and implement solutions.
  • Understanding of Contact Center as a Service (CCaaS) platforms and support needs for high-volume customer-facing environments.
  • Demonstrated success in managing multiple priorities, tracking project timelines, and ensuring communication across stakeholders.
  • Ability to distinguish between quick fixes and root-cause solutions, balancing urgency with long-term stability.
  • Skilled in building trust with program partners, translating technical concepts into plain language, and facilitating collaboration across teams.
  • Comfortable working across both legacy technologies (analog fax, Media gateway devices) and emerging cloud-based systems.
  • Experience identifying service gaps, proposing solutions, and contributing to the maturity of IT service delivery.

Extensive Knowledge Of

  • Telecommunications systems, services, and infrastructure, including VoIP, fax (analog/digital), and contact center technologies.
  • Principles of telecommunications performance monitoring and service optimization.
  • Concepts related to service provisioning, escalation paths, and troubleshooting in multi-vendor environments.
  • Processes for coordinating telecommunications installations and upgrades across multiple teams and locations.

General Knowledge Of

  • Information systems analysis, planning, and integration techniques.
  • Project coordination principles, particularly those involving cross-functional and vendor teams.
  • Business analysis, documentation, and research methodologies.
  • Disaster recovery and business continuity strategies as they relate to telecommunications services.
  • Contract/vendor coordination and service-level management.
  • Agency business processes and user needs as they pertain to communication services.

Basic Knowledge Of

  • Statewide standards and policies related to IT procurement, service delivery, and security.
  • Data security considerations related to voice and fax transmissions.
  • Hardware components and physical wiring principles related to telecom infrastructure.
  • IT service management practices and tools (e.g., ticketing systems, asset tracking).

Required Skills

  • Planning and coordinating complex telecommunications service implementations across multiple internal and external stakeholders.
  • Diagnosing and resolving complex telecom service issues in collaboration with vendors and internal teams.
  • Analyzing technical requirements and translating them into actionable service or infrastructure plans.
  • Communicating technical concepts clearly and effectively with both technical and non-technical audiences.
  • Developing and maintaining detailed service documentation, implementation plans, and vendor instructions.
  • Evaluating and recommending telecommunications solutions that align with business needs and long-term strategies.
  • Building collaborative relationships with vendors, internal IT groups, Facilities, and program partners to achieve shared goals.
  • Managing multiple, concurrent requests and projects while maintaining attention to detail and customer service excellence.

Special Requirements: To be hired, you must have a criminal records and driving records check that meets OHA criteria at the time of hire, and throughout employment. Travel to offices throughout Oregon is required.
