We are hiring for an Advocacy & Affiliate Services Manager to join our team!  The person in this position will have primary responsibilities in acting as a manager, leader and supervisor of the field operation, leading the bargaining program of the Oregon Education Association (OEA) in collaboration with the Director of Advocacy & Affiliate Services, and engaging in other identified programs. Duties include the supervision of Organizers, UniServ Consultants and identified Associate Staff.

ESSENTIAL JOB FUNCTIONS:

  • Support and advance the OEA mission, vision, and values.
  • Contribute to, support, and actively engage in the organization’s commitment to create and maintain a diverse, equitable, and inclusive workplace. Participate in activities, trainings, and/or workgroups to support OEA’s commitment in this important mission.
  • Manage and supervise staff in the bargaining, organizing, and field advocacy program of the OEA.
  • Establish an internal campaign-based culture around bargaining, internal membership recruitment, worksite issues, growth, politics, and to defend our union from attacks. 
  • Work closely with staff within their assigned regions/areas as a team and individually to set goals, create plans to meet those goals and ensure accountability to those plans.
  • At the direction of the Director of Advocacy & Affiliate Services, work in collaboration with other OEA management and staff in the development and implementation of organizing activities and campaigns, effective new member orientations, and membership engagement.
  • May serve as a liaison to the National Education Association (NEA) in the coordination of NEA support of the state advocacy, bargaining, and other affiliate services programs. May represent OEA at various NEA and other organization functions.
  • Assist in the direction of staff and management of resources in support of the activities of the Oregon Council of Education Support Professionals (OCESP).
  • Assist in the management, direction, and evaluation of all activities of the OEA Bargaining Coordinator in support of the OEA Bargaining Program.  Direct the research activities of the Bargaining Coordinator in support of the bargaining and field advocacy programs of the OEA.
  • Supervise and evaluate OEA UniServ Consultants, Organizers, and Administrative Assistant staff, and coordinate assistance and support in carrying out their responsibilities.
  • Ensure field staff utilization of NEA360 to manage data.
  • Investigate member or leader complaints regarding staff support.
  • Assist the Director of Advocacy & Affiliate Services and Human Resources in filling vacancies. 
  • Assist the Director of Advocacy & Affiliate Services in collaborating across departments to implement the field component of OEA’s political program.
  • In conjunction with the Director of Advocacy & Affiliate Services, collaborate with the Union School in developing education and training programs for leaders, members, and staff.
  • Work with the members of the OEA management team in a collaborative manner.
  • Carry out other duties as assigned by the Director of Advocacy & Affiliate Services or the Executive Director.


KNOWLEDGE, SKILLS, AND ABILITIES

  • Ability to work with people in a collaborative way in a variety of situations with those who may have diverse viewpoints.
  • Ability to develop and mentor staff.
  • Ability to work effectively with members and staff from diverse ethnic, social and economic groups.
  • Substantial experience and demonstrable success in guiding and managing people and building effective work teams in multiple programs and activities.
  • Substantial knowledge of and ability to use technology as an effective tool in programmatic work.
  • Strong strategic thinking and planning skills.
  • Strong verbal, written and electronic communication skills. 
  • Strong self-starter with proven capacity to manage time effectively and work under pressure.


QUALIFICATIONS:

EDUCATION

Bachelor’s Degree or equivalent combination of education and experience; Master’s Degree preferred.

EXPERIENCE

  • Extensive experience as a UniServ Consultant and/or similar union positions.
  • Collective bargaining, advocacy, and organizing experience including bargaining crisis situations.
  • Experience in developing and leading successful internal and/or external organizing campaigns.
  • Experience managing and leading group of staff and/or union leaders-members.
  • Experience directing and applying relevant research in support of bargaining and organizing.
  • Experience in working with difficult situations and people, along with the ability to solve problems.
  • Knowledge of and experience using technology and electronic communications.

 

OTHER INFORMATION

SUPERVISORY

  • The employee works under the general direction of the Director of Advocacy & Affiliate Services and is expected to operate with relative independence. 
  • This position supervises both Associate and Professional Staff employees working across the state of Oregon.

WORK ENVIRONMENT

  • This position is based at the OEA Headquarters office in Portland, Oregon.
  • Travel is expected for work-related purposes. A successful candidate will have access to reliable transportation. 
  • May be required to work early morning, evening, and weekend hours to meet business needs.
