Summary Of Duties

What You Will Do as a Quality Control Reviewer

Responsibilities

As a Quality Control Reviewer, you will play a vital role in ensuring the integrity and compliance of public assistance programs, with a primary focus on the Supplemental Nutrition Assistance Program (SNAP). Your responsibilities will include:

  • Plan and conduct federally and state-mandated quality control reviews and research projects.
  • Monitor and evaluate review results to assess program effectiveness, efficiency, and compliance.
  • Analyze data and trends to support program improvement and policy development.
  • Ensure compliance with both state and federal requirements, including specialized reviews such as Disaster SNAP and Summer EBT.
  • Conduct interviews with clients and/or collateral contacts to verify eligibility and benefit amounts.
  • Gather complete and accurate information in accordance with state and federal regulations and policy manuals.
  • Perform in-office or home visits as needed to obtain verification and documentation.
  • Collaborate with public and private sector sources to obtain relevant information for case reviews.
  • Communicate with agency staff to explain quality control procedures and findings.
  • Present case scenarios during weekly group discussions using screen sharing and presentation tools.
  • Provide technical guidance to QC staff on federal and state review processes.
  • Completes error reports for field staff and completes the Food and Nutrition Service (FNS) online Quality Control Review Schedule (QCRS) for SNAP reviews, and/or other online review tools as necessary; verifies and documents information used by the agency in support of the conclusions regarding the validity of eligibility determination and benefits issued, and the findings reached in the process.
  • Support the completion of federal reviews and special projects by offering subject matter expertise.

Minimum Qualifications

  • Four years’ experience doing administrative research that included compiling and evaluating facts to recommend management action or decide compliance with program guidelines and regulations. Two of the four years must be above the technical support level. (Note: some positions may require experience in a specific regulatory industry or program)
  • Note: college-level course work may substitute for experience on the basis of 45-quarter units per year, up to a maximum of three years.
  • A valid driver’s license and acceptable driving record are required for this position.

  • Strong analytical and critical thinking skills – ability to interpret complex policies and identify discrepancies.
  • Attention to detail – ensures accuracy in data collection, documentation, and reporting.
  • Experience of SNAP regulations understanding policies and procedures and public assistance eligibility criteria (state and federal).
  • Strong written and verbal communication skills - with the ability to interview clearly and explain technical processes to diverse audiences.
  • Interviewing and investigative skills – ability to elicit accurate information from clients and third parties.
  • Experience with data analysis tools and case management systems.
  • Ability to work independently and manage multiple priorities under deadlines.
  • Proficiency in Microsoft Office Suite (Word, Excel, Outlook) and virtual collaboration tools (e.g., Microsoft Teams).
  • Commitment to confidentiality and ethical standards in handling sensitive information.

Working Conditions

  • Fully remote or hybrid work is an option for this position.
  • This position requires occasional overnight travel throughout the state. Travel may occur in inclement weather conditions and may include visits to remote or isolated areas as needed.
  • This position may involve occasional interaction with individuals who are upset, frustrated, or confrontational.
  • Must be able to independently locate and interview clients, including individuals with limited English proficiency.
  • This position may involve exposure to potentially hazardous conditions, including communicable diseases, areas with limited or no cell phone reception, and encounters with aggressive animals.
  • This position may require independent travel to areas identified by law enforcement as having elevated safety concerns.
  • Occasional overtime or adjusted work hours may be required.
  • Simultaneous work on multiple projects and deadline requirements.
  • Responsible for transporting confidential case materials, which may include computer equipment, a work-issued cell phone, paper documents and other items.
  • Organizing and mapping out travel plans and incorporating last minute changes due to participant availability.

About, Office of Program Integrity (OPI) is to support all ODHS programs in measuring and promoting compliance with state and federal laws and rules by assisting with improving program accuracy through high quality and timely review services and information sharing. OPI strives to increase the quality and accuracy of ODHS programs by clearly communicating OPI findings with ODHS, providing the information necessary for ODHS to improve the timeliness and accuracy of benefits for Oregonians.
