Position Summary
The Controller is responsible for overseeing financial reporting and ensures financial compliance with OCDC’s policies and procedures along with federal and state laws for accurate and timely financial statements.
This role leads the day-to-day operation of accounting and finance functions while driving efficiency, accuracy, and alignment with organizational goals. This includes leading cross-functional efforts to implement user centered solutions that enhance operational efficiency and strengthen accounting practices. The role also manages, develops and mentors the accounting team, including hiring, training, and overseeing planning and budget responsibilities.
Essential Functions
- Oversees all aspects of accounting functions including credit and collections, cash applications, inventory control, payroll and accounts payable.
- Ensures timely and accurate completion of the monthly close process and leads the preparation and review of monthly, quarterly, and year-end financial reports.
- Oversees general ledger activities and maintain financial reporting structures.
- Develops and manage OCDC’s fiscal policies and procedures to ensure accounting compliance with applicable regulations and grant terms.
- Oversees fiscal year end audit providing all required information and meeting all deadlines; develops monthly and annual financial statements and consolidation in accordance with GAAP.
- Collaborates with the head of grants and budgets to design and implement a general ledger structure that enhances financial reporting capabilities, driving measurable improvements in departmental success.
- Prepares daily cash balances analysis for CFO review.
- Drives process improvements to ensure organizational accuracy and efficiency, by collaborating with internal and external stakeholders.
- Provides guidance to teams on complex financial transactions and reporting requirements.
- Develops and maintains a strong internal control environment and government regulation compliance, with cross-functional collaboration.
- Provides subject matter expertise to county fiscal staff and teams.
- Oversees the development and implementation of training programs for OCDC management team for financial compliance.
- Participates in special projects and initiatives as assigned by OCDC leadership
- Performs other duties and responsibilities as assigned.
Supervisory Responsibilities
This position supervises management and professional-level fiscal staff.
Qualifications
- Bachelor’s degree - preferably in accounting, finance, business, or related field.
- Minimum ten (10) years of relevant work experience. Preferably in a Not-for-profit organization.
- Five (5) years of experience in a management role (or equivalent combination of education and experience)
Certifications:
- CMA preferred – Certified Management Accountant
- CPA preferred – Certified Public Accountant
Technical and Organizational Skills
- Expertise in financial reporting and general ledger management including reconciliations, policies and procedures.
- Proficiency in accounting software (i.e. Financial Edge, Workday) and tools.
- Strong knowledge of the Code of Federal Regulations (CFR), US GAAP, internal controls, financial reporting and relevant financial regulations.
- Exceptional organizational, prioritization, decision making, attention to detail and problem-solving skills for process improvement.
- Ability to manage multiple priorities and meet deadlines.
- Communicates clearly and respectfully, demonstrating emotional intelligence to foster collaboration, resolve conflicts, and build trust across teams and departments. Effectively presents information and responds to questions from managers, employees, and the public.

Salary : $81,600 - $102,000
