Job Summary
Orbital Project Management is seeking Construction Surveillance Technicians (CSTs) to support construction in Suitland, Maryland. This is a full-time, on-site position for the duration of the construction phase.
The CST is responsible for maintaining continuous, unbroken surveillance over all uncleared workers operating within controlled construction areas. This is not a passive security role as the CST is the last line of defense against the introduction of technical surveillance devices, unauthorized access, and security compromise during active construction.
The CST works under the direct supervision of the Site Security Manager and operates as part of an integrated safety and security team. CSTs must be available for shift-based scheduling to ensure coverage across all active work periods with no gaps in observation. All work is performed within a secured environment.
This position requires an active security clearance, U.S. citizenship, and the discipline to enforce zero-tolerance security protocols.
Responsibilities
- Maintain continuous, unbroken line-of-sight surveillance over all uncleared workers operating within or adjacent to controlled construction areas throughout each shift
Required Certifications & Qualifications
- Active SECRET clearance minimum; TS/SCI eligibility strongly preferred for this project
- U.S. citizenship required, no dual citizenship
- Favorable background investigation (National Agency Check with Law and Credit / NACLC or equivalent)
- DBIDS enrollment and base access credential
- CPR/First Aid current certification
Preferred:
- OSHA 10-Hour Construction
- Prior military or intelligence community experience in physical security, counterintelligence, or SCIF escort operations
Preference will be given to candidates with experience supporting one or more of the following:
- Department of Energy (DOE)
- National Nuclear Security Administration (NNSA)
- Department of Defense (DoD)
- U.S. Army Corps of Engineers (USACE)
- Secure federal laboratories
- Military installations
- (NAVFAC)
- Critical infrastructure or energy projects
- First Aid and CPR ceritification
- Familiarity with hazard identification on utility, nuclear, or defense sector projects
The following certifications are highly desirable:
- OSHA 30 Construction
Education
HS Diploma
Equivalent military leadership or professional experience may be substituted for formal education.
