Orange County Utilities provides safe and reliable water resources and solid waste recovery services to protect and enrich the lives of our residents and guests. The Customer Service Division is responsible for the accurate billing and collection of all services provided by Orange County Utilities while providing courteous and efficient customer service to one of fastest growing metropolitan areas in the country. The Division is composed of eight different teams (Billing, Call Center, Cash, Customer Information Systems, Credit & Collections, Development, Dispatch & Meter Services) that work collaboratively and closely coordinate efforts to deliver outstanding service. The Division¿s Customer Care & Billing (CC&B) application is the heart of the Orange County Utilities Customer Information System (CIS).

The Customer Service Division is a seeking highly qualified individual to fill the position of ¿Program Manager¿ on the CIS Team. This is a leadership position for the CIS Team, directing, planning, coordinating and managing programs and projects while overseeing daily operations of the team. The employee must exercise independent judgment and initiative in accomplishing job responsibilities.

Job Description

General Functions:

This position is responsible for supervising and administering one or more major programs or projects across a division. The Program Manager leads teams, oversees service delivery, and ensures the successful execution of program goals through community engagement, outreach, and policy implementation.

Work is performed with a considerable degree of independence and the exercise of sound judgment under the general supervision of a department manager or designated supervisor. Performance is evaluated through completed projects, team effectiveness, and achievement of program outcomes.

Representative Duties/Assignments

Duties may vary based on area of assignment. The following are representative duties, it is not the intent to capture all duties performed by this classification.

  • Works at the direction of the Customer Service Business Unit Information Systems Administrator as a leading member of the Customer Information Systems (CIS) operations support and project team, participating and leading project work and operations as directed.
  • Maintains existing software applications and helps lead the CIS team to resolve production issues and execute projects.
  • Coordinates systems modifications and replacements based on user requirements or needed system upgrades.
  • Provides functional and technical support and assistance by establishing procedures, implementing best production support and project management practices and developing reports.
  • Leads and manages one or more programs or projects, overseeing daily operations and coordinating staff to ensure efficient and effective execution.
  • Supervises assigned personnel; provides guidance, evaluates performance, and ensures adherence to County policies and objectives.
  • Develops and delivers technical or departmental training to ensure staff competency and continuous improvement.
  • Evaluates program effectiveness, conducts need assessments and prepares performance metrics and reports.
  • Tracks program effectiveness, analyzes performance data, and recommends operational improvements.
  • Ensures compliance with applicable federal, state, and local regulations and standards within assigned program areas.
  • Collaborates with internal and external stakeholders to align program objectives with departmental or regulatory goals.
  • Build and maintain partnerships with community stakeholders, residents, and external agencies.
  • Assists with budget monitoring, procurement, and contract management as necessary.
  • Performs other related duties as assigned.


Minimum Qualifications

Bachelor's degree from an accredited institution in Business Administration, Computer/Information Science or a related field and two (2) years of experience in program management, project coordination, public administration, Utilities support, Customer Information Systems (CIS) support or other closely related experience. In lieu of the degree requirements, additional relevant experience may be substituted on a year-for-year basis.

Preferences

  • Prefer applicants with Utility background.
  • PMP Certification
  • Utilities related experience
  • Demonstrated experience with CIS, Maximo, GIS, Oracle CC&B and AMI systems
  • Project management experience
  • Database and SQL experience
  • Proficiency with Microsoft software, including Visio and Publisher, Adobe Acrobat, SharePoint or similar.

Salary Information

Pay Grade: 019 - From $33.73 to $38.80

FLSA Status: Exempt
