The Facilities Management Division is seeking a highly qualified District Maintenance Supervisor (Contract Compliance) to oversee the Special Services District operations. This Supervisor is responsible for oversight of contracted security guard services, locks and keys and vendor background clearances. In addition, this position oversees the maintenance of landscaping, parking lots and sidewalks, and storm water ponds. Job Description
General Functions:
The District Maintenance Supervisor is an integral part of the management team, who supervises district maintenance operations. Responsible for planning, developing, executing and administering comprehensive building/facilities maintenance, repair and service program.
Exercises considerable independent judgment and initiative in carrying out daily maintenance and operational assignments. Work is performed with considerable independence under the general supervision of the Division Manager or designated supervisor.
Representative Duties/Assignments:
Bachelor's degree from an accredited institution in an Engineering discipline, Public Administration, or closely related field and three years of supervisory facilities management experience; or graduation from high school or equivalent and seven years of facilities management experience to include three years supervisory experience.
Must possess and maintain a valid Florida Driver's License within six months of hire.
May be required to provide own transportation to perform work related duties.
The employee will be required to perform mandatory emergency standby duty on a rotational basis, including nights, weekends and holidays.
Preferences:
Strong knowledge of contract administration, monitoring, audit deficiency avoidance and regulatory compliance.
Preferred experience in military, law enforcement, or commercial security operations.
Experience with audits of contracted services to include audit review and response.
Experience managing operations, services, and programs related to facility maintenance, repair, and construction.
Knowledge of supervisory principles, including staff training, performance management, and evaluation.
Understanding of municipal budget preparation, financial planning, and administration practices.
Ability to work flexible schedules, including weekends, holidays, shifts, on-call, and after-hours support as required by operational needs.
Strong verbal and written communication skills.
Demonstrated commitment to excellent customer service and the ability to work effectively in a team-oriented environment.

- Supervises administrative staff in the daily performance of operational support functions.
- Manages contract oversight efforts for contracted security guard services, including maintaining auditable training, testing, and certification records for all assigned personnel.
- Ensures coordination and compliance of background screening and clearance requirements.
- Ensures that the security scanning equipment inventory is kept modernized and serviced as needed.
- Oversees compliance efforts associated with security screening line X-Ray scanning equipment registration as mandated by the State of Florida Department of Health.
- Assists the Division Manager in supporting the Orange County Security Committee, which reviews and approves security-related requests (e.g., additional guards, surveillance cameras, access control systems, panic alarms).
- Responsible for human resources related issues such as hiring, training and development, performance appraisals and related activities to the assigned maintenance district.
- Prepares and manages the annual operating budget, including forecasting expenditures for personnel, resources, and facility improvements and renovations.
- Monitors fund balances of assigned programs and related activity (e.g., preventative maintenance grounds, etc.) for the purpose of ensuring that allocations are accurate and expenses are within budget limits and/or fiscal practices are followed.
- Oversees maintenance, repair, and replacement of door locking hardware and locks/key systems.
- Oversees facilities maintenance personnel responsible for the repair and upkeep of landscapes, parking lots, sidewalks, irrigation systems and stormwater ponds.
- Provides recommendations on purchases of products and services for maintenance and construction activities.
- Performs other duties as assigned
