Job Description

General Functions:

Serves as a primary emergency management professional responsible for coordinating emergency preparedness, response, recovery, and mitigation activities for the County. Assists in the planning, development, implementation, and evaluation of emergency management programs, policies, and operational procedures. Provides coordination and support during emergency and disaster situations to ensure continuity of operations and effective response efforts.

Work is performed with considerable independence and the exercise of independent judgment under the general supervision of the department manager or other designated supervisors.

Representative Duties/Assignments:

Duties may vary based on area of assignment. The following are representative duties, it is not the intent to capture all duties performed by this classification.

  • Manages and monitors office operations, staff activities, personnel actions, and emergency management functions to ensure operational readiness, including serving as Emergency Operations Center (EOC) Manager during exercises and activations.
  • Develops, updates, and administers emergency operations plans, strategic plans, and Emergency Support Function activities in alignment with the County Comprehensive Emergency Management Plan and Emergency Management Preparedness and Assistance Program requirements.
  • Conducts public awareness presentations, training sessions, drills, and exercises for community organizations, healthcare facilities, and emergency response agencies to evaluate preparedness and operational effectiveness.
  • Interprets, formulates, and reviews policies and procedures to ensure compliance with applicable local, state, and federal laws and regulations; conducts research and advises leadership regarding legislative issues, operational progress, accreditation standards, and community concerns.
  • Oversees the healthcare facility emergency plan review program and reviews emergency management plans submitted by County departments, municipalities, governmental agencies, and volunteer organizations to ensure compliance and compatibility with County emergency management requirements.
  • Plans and coordinates emergency management studies, statistical research, long-range planning activities, and program goals and objectives, including mentorship, training, and development opportunities for emergency management interns.
  • Coordinates the maintenance and operational readiness of Emergency Operations Center facilities and equipment and maintains liaison with County departments, governmental agencies, regional partners, media representatives, and disaster response organizations to support emergency preparedness and response activities.
  • Serves as a primary responder during emergency and disaster situations, including activating the Emergency Operations Center and coordinating emergency management activities with local, state, federal, and volunteer agencies.
  • Attends meetings, workshops, seminars, and conferences to improve emergency management procedures, coordination efforts, stakeholder relationships, and accreditation compliance; acts as Executive Director, Office of Emergency Management, in his/her absence as authorized.
  • Perform other related duties as assigned.


Minimum Qualifications

Bachelor¿s Degree from an accredited institution in Emergency Management, Public or Business administration, or related field.

Five (5) years¿ experience in emergency planning and management, including two (2) years of supervisory and administrative experience.

In lieu of the degree requirements additional relevant experience may be substituted on a year for year basis.

Must have completed the Professional Development Series (PDS) or do so within one (1) year from the date of hire.

Must possess and maintain a valid Florida Driver¿s license.

This position is subjected to 24-hour call, in case of a disaster event and/or a threat to public safety.

Preferences

Certified Emergency Manager (CEM), Associate Emergency Manager (AEM), or State Emergency Management Certification.

Experience in emergency management planning, oral presentations/public speaking, and grant administration.

Salary Information

Pay Grade: 021 - From $39.21 to $50.97
