Job Description
General Functions:
The Assistant Project Manager is responsible for assisting their assigned Project Manager in the planning, administrative management, project completion, client satisfaction, and financial outcome of assigned projects. The Assistant Project Manager will work with their assigned Project Manager to help achieve their respective project management objectives. Acts as the Project Manager in his or her absence.
Work is performed with independence under the direction of the Project Manager or assigned supervisor and is reviewed on a regular basis through observations, conferences, and results achieved.
Note: This position is in the Contracts Section and has supervisory responsibilities of ten (10) or more staff.
Representative Duties/Assignments:
¿ Responsible for the supervision of at least three (3) Contract Administrators and eight (8) Engineering Inspectors, as well as over 20 service and materials contracts.
¿ Assists in the development of projects/contracts, proposals, cost estimates and budgets, timelines, and schedules.
¿ Performs administrative management of projects including procuring consultants/vendors, negotiating contracts, reporting, and monitoring.
¿ Conducts historical data research for effective projects and contracts planning.
¿ Assists in term contract preparation and management of maintenance and construction retrofit projects, including, but not limited to right of way mowing, landscape maintenance, street sweeping, stormwater pipe repairs and replacements, sidewalk repairs, curb and gutter repairs, stormwater pipe cleaning and inspection, etc.
¿ Responsible for the development and tracking of budgets, performance measures and report tracking for assigned contracts.
¿ Responsible for daily coordination of assigned contracted projects, initiations and preparation of bid documents, and timely coordination with the Procurement Division for the resolution of purchasing and contract issues.
¿ Assists in coordination with personnel (employees, contractors, etc.) necessary to complete projects. Maintains effective and productive communications with team members, internal/external customers and vendors.
¿ Interacts directly with citizens for specific projects and to ensure timely resolution of inquiries.
¿ Participation in emergency preparation, response and recovery during hurricanes and adverse weather events, as assigned.
¿ Performs other related duties as assigned.
Minimum Qualifications
Bachelor's degree from an accredited institution in Engineering, Building Construction, Business Administration, Management or Civil Engineering, or a closely related field, and three (3) years of progressive experience in contracts administration, business administration, financial/budget administration and tracking, or construction and inspections of roadways and drainage maintenance work, and two (2) years of project management experience; or an equivalent combination of relevant education and experience.
Preferences
Working knowledge of Microsoft Office (Word, Excel, and Power Point), and proficiency in computer usage and databases. Knowledge of contract scope preparation, FDOT specifications, management of staff, cost estimates, and budget preparation and tracking. Ability to effectively communicate both orally and in writing. Possess and maintain a valid Florida Driver's License.
