THE POSITION

The Orange County Fire Authority (OCFA) is currently recruiting to fill one (1) vacancy for the position of Management Analyst, in the Strategic Services division. This recruitment will be used to fill the current vacancy and establish an eligibility list for future vacancies in this section.

Management Analyst classification specification

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying.  A typical way to obtain the required qualifications would be:

EDUCATION (position requirements at application):
Equivalent to a bachelor’s degree from an accredited college or university with major coursework in public or business administration, accounting, finance, information technology, economics, or a related field. 

EXPERIENCE (position requirements at application):
Three (3) years of increasingly responsible professional experience in administrative analytical work involving finance, contracts, compliance reporting, or other related functions. 

LICENSES AND CERTIFICATIONS:

  • None 

HIGHLY DESIRED QUALIFICATIONS:

  • Experience and ability to:
    • Analyze and quantify problems
    • Conduct in-depth studies
    • Communicate and collaborate with others effectively
    • Identify alternative solutions and project consequences of proposed solutions
    • Implement approved recommendation(s)
    • Adhere to deadlines and exhibit superior time management skills
  • Experience developing formal written processes and procedures.
  • Knowledge of general fire department staffing and transfer practices.
  • Experience administering or supporting a public safety staffing/scheduling platform, preferably Telestaff or a comparable workforce management system.
  • Experience in Microsoft Excel and Power BI

DEFINITION
Under direction, performs a variety of complex professional administrative and analytical work in support of department managerial functions; coordinates activities with other programs, sections, divisions, outside agencies, and the general public; ensures work quality and adherence to established policies and procedures; recommends action and participates in budget development and administration; provides technical and responsible assistance to the department direction and/or division managers; and performs related work as required. 

SUPERVISION RECEIVED AND EXERCISED
Receives direction from assigned management personnel. Exercises no direct supervision over staff. 

CLASS CHARACTERISTICS
This is the fully qualified journey-level classification in the Management Analyst series. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. This class is distinguished from the Senior Management Analyst in that the latter performs the most complex duties assigned to the department which may include, but are not limited to, budgetary, organizational, and policy-related accountabilities. 

PHYSICAL DEMANDS 
Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone.  Standing in and walking between work areas is frequently required.  Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment.  Positions in this classification frequently bend, stoop, kneel, and reach to perform assigned duties, as well as push and pull drawers open and closed to retrieve and file information.  Employees must possess the ability to lift, carry, push, and pull materials and objects up to 10 pounds.  

ENVIRONMENTAL CONDITIONS 
Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.

PRE-HIRE REQUIREMENTS:
Before an employee is hired, he/she must successfully complete pre-employment requirements including, but not limited to: fingerprinting and background check, reference check, DMV check, licensure/certification check, Oath of allegiance to the United States of America and the State of California, and proof of eligibility to work in the United States in accordance with Immigration and Reform Control Act of 1986. All job offers are contingent upon the successful completion of a pre-employment medical exam including a drug screen through the OCFA's designated physician.

SELECTION PROCEDURE

INITIAL SELECTION REVIEW: 
The Human Resources Department reviews all initial application materials to identify qualified applicants. Applicants meeting minimum qualifications will be invited to the first phase of the recruitment process. The OCFA reserves the right to refer only the better qualified applicants if the number of applicants is high. If the number of applicants is high, the review process may include a secondary screening (by a panel of job knowledge experts) of the applications and/or supplemental questionnaires in which the better qualified applicants are referred to the next phase of the recruitment process. Because recruitment processes vary, applicants are advised to thoroughly review the job announcement before submitting their online application materials.

TESTING:
Testing for this position or any other position may include, but is not limited to the following: written exam, practical exam, panel interview, physical ability test, assessment center, oral presentation, project assignment, etc. If a revision is made to a testing component during a recruitment process, the assigned recruiter will notify by email all affected applicants.
