Telecom Engineer II – Outside Plant (OSP) Fiber Engineer

Overview
Optomi, in partnership with a leading energy provider, is seeking an experienced Telecom Engineer II – Outside Plant (OSP) Fiber Engineer to support the planning, design, delivery, and construction oversight of enterprise fiber optic network infrastructure. This role is responsible for engineering reliable, scalable, and secure fiber networks that support mission-critical communications and operational systems.
The ideal candidate will have a strong background in outside plant fiber engineering, telecom project delivery, and fiber construction, along with experience coordinating contractors, supporting field operations, and delivering complex telecommunications infrastructure projects from design through implementation. This is a highly collaborative role that partners with engineering, operations, field services, and external vendors to ensure successful project execution.
Responsibilities:
- Design and engineer outside plant (OSP) fiber optic networks, including backbone, lateral, and access network architecture.
- Perform fiber route selection, capacity planning, redundancy design, and network optimization.
- Create engineering drawings, splice diagrams, construction packages, and technical documentation.
- Provide construction oversight for fiber installation projects, ensuring work is completed according to engineering specifications and industry standards.
- Coordinate and manage contractors performing fiber construction, splicing, testing, and restoration activities.
- Conduct field inspections and validate construction quality, safety, and compliance requirements.
- Support fiber repairs, restoration efforts, and ongoing maintenance of fiber infrastructure.
- Partner with cross-functional engineering and operations teams to support network expansion, upgrades, and infrastructure modernization initiatives.
- Assist with optical transport, carrier circuit engineering, backhaul network engineering, and circuit provisioning activities.
- Serve as the technical point of contact for field services, contractors, and third-party vendors throughout project execution.
- Resolve design conflicts, field issues, and construction challenges while minimizing project impacts.
- Maintain accurate as-built documentation, network records, and asset inventories.
- Support permitting activities, right-of-way coordination, and regulatory compliance requirements.
- Ensure adherence to telecommunications engineering standards, safety practices, and organizational policies.
- Provide technical guidance during outages, infrastructure upgrades, and new network deployments.
Qualifications:
- Bachelor's degree in Telecommunications, Engineering, or a related field with 5 years of direct Outside Plant (OSP) fiber engineering experience OR Associate's degree with 10 years of related experience OR High School Diploma/GED with 15 years of related experience.
- Hands-on experience with: Outside Plant (OSP) fiber engineering, Telecom project delivery, Fiber optic network design, Fiber construction oversight, Fiber splicing and repairs, Optical transport engineering, Backhaul network engineering, Carrier circuit engineering, Circuit provisioning, Telecom field services.
- Strong understanding of fiber construction methods, fiber splicing, OTDR testing, and optical power testing.
- Ability to interpret engineering drawings, fiber route maps, GIS data, and construction documentation.
- Experience coordinating contractors, vendors, and field crews.
- Ability to manage multiple projects and priorities with minimal supervision.
- Strong collaboration, communication, and organizational skills.
- Proficiency with Microsoft Office Suite, including Word, Excel, PowerPoint, Visio, SharePoint, and Teams.
Preferred Qualifications:
- Experience supporting telecommunications infrastructure within utility, energy, or other critical infrastructure environments.
- Knowledge of substation communications, SCADA, protection, or operational technology (OT) systems.
- Familiarity with NESC, IEEE, ANSI, and other telecommunications engineering standards.
- Experience using GIS platforms, AutoCAD, or fiber management systems.
- Knowledge of ServiceNow and telecom workflow processes.
- Understanding of Agile methodologies, Kanban, and Jira.
- Strong project coordination and planning experience.
- Excellent troubleshooting and problem-solving skills in field and construction environments.
- Demonstrated attention to detail with a commitment to safety, quality, and documentation.
- Excellent written and verbal communication skills with the ability to work effectively across technical and non-technical teams.
