SUMMARY: Under the general direction of the Director of Community Services work to develop new services, programs for agency consumers. This requires identification of unmet needs, release of Requests for Proposals, negotiation of rates and contracts, review of program designs and quality assurance activities. Has responsibility for quality assurance for some program categories and coordination of transportation services.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Direct the activities of the program regarding the development of new resources, transportation and their subsequent training and implementation.
  • Conduct program development activities in conjunction with the agency's resource development needs, including completion of required paperwork for the Department of Developmental Services (DDS), to include the Community Resource Development Plan (CRDP), releasing Request for Proposals (RFP), Affordable Housing plans, reviewing and approving proposals, negotiating rates, offering guidance and support to the vendor, and monitoring the progress of the program implementation to its completion.
  • Regularly provide new vendor orientation. Hear and resolve vendor grievances related to program development, including unusual or difficult vendor or staff related issues.
  • Direct staff in the recruitment of service providers and guide them in program implementation, with a strong emphasis on customer service. Direct staff to use the Department Provider Portal and analyze and make constructive recommendations on new proposals, program descriptions and cost statements and provide timely responses.
  • Ensure that every developing program has coverage and a response is provided in a timely manner. Ensure that vendor contracts are presented to the Board on a timely and yearly basis as well as coordinate all activities related to those contracts.
  • Meet with individual supervisees at least twice a month and new staff at least once a week for six months. Hold monthly meetings with program staff. Supervise all Resource Development and Transportation Unit staff and appropriately assign duties to them. Review and approve travel claims, time cards, etc., ensuring that agency requirements are met.
  • Ensure that transportation services are handled efficiently and cost-effectively, as well as overseeing the providers (for- and-not for profit), the quality of service provision, Special Incident Reports and attendance at the Vendor Advisory Committee meetings.
  • Oversee the agency Health and Safety Process and be the Director’s designee for submissions to the Department.
  • Work with the Fiscal Team on all items related to the bi-annual Rate Review to include changing of service codes, rate changes, Quality Improvement Program updates and update the Service Provider Portal to assist the Standardized Vendorization process.
  • Assure that administrative requirements, documentation and services provided by program are of high quality and conform to statute, regulation and agency policy. Assure that consumers' rights and dignity are maintained in the provision of services. Comply with and ensure program compliance with agency’s Personnel Policies and Procedures.
  • Evaluate, motivate and coach individual staff members as required and when necessary, implement discipline when required up to and including recommending termination of an employee.
  • Direct the coordination of agency’s program development activities with appropriate outside agencies (i.e. community care licensing, health services, licensing, fire marshal, etc.).
  • Maintain a current knowledge base in areas including but not limited to Federal, State and Regional Center legislation, Law, regulation and policy, as they apply to the provision of vendored services. Ability to handle change well and be flexible and adaptable in dealing with interruptions, new priorities, and new assignments.
  • Responsible for compliance with the agency's Injury and Illness Prevention Plan to include at least two safety training programs per year, periodic inspections of the workplace and reporting hazards and accidents to the Human Resources Manager. Use office equipment appropriately and report the need for any repairs.  Keep work area neat and orderly.  Observe all safety rules and comply with IRC’s Injury and Illness Prevention Plan and Workplace Violence Prevention Plan.­­
  • Ability to handle a hybrid work environment consisting of working in the office and remotely at home while maintaining work productivity and efficiency; communicate via telephone calls, video conference calls, emails, and chat rooms. Utilize agency’s IT systems as assigned, maintaining security and following agency’s protocol and procedures, rules, and requirements.
  • Maintain good attendance and punctuality.
  • Keep manager informed of pending work, work in progress and problems encountered.
  • Attend training sessions as required.
  • Work cooperatively and effectively with others. Perform as a member of the team and agency, sharing expertise, providing positive customer service and contributing to the overall harmony of the agency and the unit. Good verbal and written communication skills.
  • Perform different or additional work as assigned.

MINIMUM POSITION REQUIREMENTS:

  • Master’s Degree in social work or related field from an accredited school.
  • Four (4) years of experience in working with developmental disabilities.
  • Experience with Resource & Development or Quality Assurance is highly preferred.
  • Bilingual preferred.
  • Progressive experience in supervision is highly preferred.
  • Ability to follow oral and written direction.
  • Ability to establish and maintain effective working relationships with others.
  • Full use of an automobile, possession of a valid driver's license and liability insurance for the minimum amount prescribed by law or ability to provide for independent transportation. Must have and maintain a safe driving record.
