Qualifications:
To be considered qualified, the HR Office must be able to clearly verify that you meet the specialized experience requirements based on your resume. One year of specialized experience is defined as 12 months of full-time work at 40 hours per week, with part-time experience prorated accordingly. Experience that does not include exact hours per week or is listed as "varies" cannot be credited.For the GS15: You must have one year of specialized experience equivalent to at least the GS-14 level in the Federal service (or equivalent) performing all of the following:
- Leading or managing HR programs or projects, including delivering services to clients and ensuring quality and timeliness;
- Providing consultative HR advice to management or clients on staffing, classification, workforce planning, or talent acquisition issues;
- Managing HR program operations or projects, including developing work plans, tracking performance, and recommending process improvements;
- Building and maintaining partnerships with stakeholders to coordinate HR services and resolve issues; and
- Supervising staff or team leads, including assigning work, monitoring performance, and supporting employee development.

Responsibilities:

Leads business strategy and program direction, including strategic planning and human capital initiatives to achieve mission goals.

Directs reimbursable HR services, including marketing, client engagement, and oversight of revenue and service delivery.

Builds and sustains partnerships across OPM and Federal agencies to improve coordination, policy alignment, and customer service.

Oversees delivery of HR programs and services, including staffing, recruitment, and workforce solutions.

Manages program operations, including resource allocation, budgeting, performance monitoring, and process improvement.

Exercises supervisory authority over subordinate managers and staff, including performance management, hiring, and employee development.

Represents the organization in meetings, briefings, and negotiations with senior officials and stakeholders.
