What are the responsibilities and job description for the Supervisory Public Affairs Specialist position at DC Department of Human Resources?
This position is located in the Office of the Deputy Mayor for Planning and Economic Development (DMPED). DMPED’s mission is to assist the Mayor in the coordination, planning, supervision, and execution of economic development efforts in the District of Columbia with the goal of creating and preserving affordable housing, creating jobs, and increasing tax revenue. DMPED pursues policies and programs that create strong neighborhoods, expand and diversify the local economy, and provide residents with pathways to the middle class.
The incumbent is responsible for the strategic communications, leading a team of communications and marketing professionals seeking to foster economic development across the District. Incumbent is also responsible for planning, designing, and executing comprehensive, citywide campaigns to convey information and influence policy impacting DMPED’s programs. The incumbent also provides strategic advice and/or staff support to the cluster of District agencies reporting to the Deputy Mayor.
Duties And Responsibilities
Plans and administers multi-faceted, comprehensive, internal and external communications programs. Serves as the primary communications person for DMPED. Develops along-range strategic communications plan to improve and sustain agency missions. Works closely with the Deputy Mayor and Chief of Staff on day-to-day communications, responding to and/or assigning media inquiries to staff as necessary. Works closely with the Mayor’s Communications team to ensure coordination of responses to media as well as close coordination of press events and message alignment. Develops and executes short and long-term marketing, communications, and public relations strategies on behalf of DMPED. Works with the Director and their cabinet; agency departments; and other economic development stakeholders to strategically position and advance issues of importance to DMPED and advises on policy issues. Drives the development and delivery of agency messages, with emphasis on all areas of communication including writing, presentation developments, and marketing at direction of the Deputy Mayor and Chief of Staff.
Develops and maintains DMPED brand identity and marketing plans. in support of achieving strategic objectives and targeted outcomes. Plans and organizes press conferences and other organization events and programs as required. Oversee the development and distribution of speeches, news releases, correspondence, publications, articles, web content, and other written materials. Conducts research on matters relating to communications and marketing. Provides strategic direction to the content and layout of the DMPED website, and DMPED’s associated websites, including directing staff to rotate headlines, the addition of new content, and/or the removal/refreshment of old and/or outdated information, and adherence to security and accessibility standards. Delivers presentations on program status, accomplishments, problems, and program objectives to senior DMPED officials, other government officials, and executives, both internal and external.
Qualifications And Education
Specialized experience is experience which is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, the applicant must have at least one (1) year of specialized experience equivalent to the next lower grade level in the normal line of progression

Duration of Appointment: MSS At-Will. This is a Management Supervisory Service (MSS) appointment. Persons appointed to MSS positions do not acquire permanent status but serve at the pleasure of the appointing personnel authority and may be terminated at any time.
Residency Statement: If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.
