Minimum Qualifications:
To qualify at the GS-15 grade level, you must have at least one year of specialized experience at or equivalent to the GS-14 grade level, which must include the following experience: leading the design, development, and modernization of enterprise-level information systems and data platforms; providing technical leadership in data management across the data lifecycle (e.g., data integration, governance, quality, analysis, and dissemination); implementing data standards and interoperability solutions to support data exchange across systems and organizations AND have IT-related experience demonstrating each of the four competencies:
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Responsibilities:
As a IT Specialist (Data Management), you will:- Provide senior technical leadership in the design, development, and modernization of enterprise-level public health information systems, data platforms, and reusable technology solutions.
- Advise senior leadership on information technology strategy, system architecture, interoperability, and emerging technologies to advance data modernization initiatives and improve organizational performance.
- Oversee cross-functional teams, projects, and programs, ensuring alignment with enterprise architecture, security requirements, and organizational priorities while supporting workforce development and performance management.
- Develop and implement data standards, policies, and interoperability solutions to enable efficient data exchange across federal, state, local, tribal, territorial, and private sector partners.
