RESPONSIBLE FOR: 2-3 Analysts (Data & Reporting Team)
Essential Job Functions
Strategic Leadership
- Lead the agency’s data and analytics strategy to ensure timely, accurate, and meaningful insights are available to leadership and key stakeholders.
- Establish and maintain a standard reporting catalog, aligned with executive priorities and regulatory requirements.
- Champion data governance practices that improve data quality, consistency, and security across systems.
- Serve as the primary liaison between technology and business units for reporting and analytics.
- Represent the analytics function in executive and cross-departmental meetings, partnering with the CIO to shape data-driven initiatives.
- Directly supervise, mentor, and develop a small team of analysts responsible for reporting and data analysis.
- Define team priorities, workflows, and quality standards to ensure high performance and consistent delivery.
- Cultivate a collaborative, growth-oriented culture with a focus on continuous improvement and innovation.
- Maintain and enhance the agency’s data warehouse infrastructure, ensuring cross-system data integration (EHR, HRIS, financial systems, etc.).
- Lead the continued development and optimization of the agency’s Business Intelligence Portal.
- Design and deploy dashboards and reports using tools such as SSRS, Crystal Reports, and Power BI.
- Write and optimize SQL queries and stored procedures; use Python or similar scripting languages for data transformation and automation where applicable.
- Partner with IT and system administrators to manage data architecture, performance, and access controls.
- Translate complex datasets into clear, actionable insights for executive leadership and operational teams.
- Define, monitor, and report on key performance indicators (KPIs) across service lines.
- Drive initiatives that reduce redundant or ad-hoc reporting through improved standardization and data literacy.

Education And Experience
- Bachelor’s degree required; Master’s preferred in Information Management, Computer Science, Statistics, Economics, Mathematics, or related field.
- Minimum 5 years of experience in data analytics, business intelligence, or data warehousing; 2 years in a supervisory or lead role preferred.
- Advanced proficiency with SQL Server and reporting tools (SSRS and Power BI required)
- Experience with Python for data manipulation and automation strongly preferred.
- Demonstrated success leading or contributing to data governance or analytics strategy initiatives.
- Experience working in healthcare, behavioral health, or nonprofit environments a plus.
- Technical expertise regarding data models, database design development, data mining and segmentation techniques
- Strong analytical skills with the ability to collect, organize, analyze, and disseminate significant amounts of information with attention to detail and accuracy
Knowledge, Skills And Abilities
- Strong understanding of data architecture, database design, and ETL processes.
- Proficiency in SQL, Microsoft Office Suite, and common database/reporting environments (SSRS, Power BI, Crystal Reports).
- Proven ability to communicate complex technical concepts to both technical support staff and non-technical end-users.
- Exceptional organizational, analytical, and problem-solving skills with a focus on data accuracy and performance.
- Ability to manage multiple priorities and meet deadlines in a fast-paced environment.
- Commitment to confidentiality, HIPAA compliance, and data security best practices.
- Ability to operate standard office technology (keyboard, mouse, monitors) for extended periods.
- Ability to effectively communicate in English with speaking, hearing and writing skills.
