We are sourcing for a client who is seeking an experienced Project Manager to lead engineering and construction projects, This is an outstanding opportunity for an engineering professional who enjoys managing complex capital projects while collaborating with multidisciplinary teams to improve critical infrastructure.
Reporting directly to the Assistant Director of General Engineering, this onsite position is responsible for leading projects through every phase—from conceptual planning and engineering design to construction, commissioning, and project closeout. The successful candidate will oversee project scope, schedules, budgets, engineering consultants, contractors, and stakeholders to ensure projects are delivered safely, on time, and within budget.
Position Summary
The Project Manager provides engineering and project leadership for capital improvement initiatives . This role manages multiple projects simultaneously while serving as the primary liaison between engineering, operations, maintenance, contractors, consultants, regulatory agencies, and executive leadership.
The ideal candidate will have a proven background managing engineering and construction projects, developing project execution strategies, and leading multidisciplinary teams in an industrial or municipal environment.
Key Responsibilities
Project Management
- Lead capital engineering and construction projects from concept through commissioning and final closeout.
- Develop and manage project scopes, schedules, budgets, milestones, and execution plans.
- Coordinate all phases of project delivery, including planning, engineering, procurement, construction, startup, and turnover.
- Monitor project performance to ensure work is completed safely, on schedule, and within budget.
- Identify project risks and implement mitigation strategies.
- Maintain accurate project documentation, progress reports, and budget updates.
Engineering & Design
- Provide technical leadership during conceptual engineering, detailed design, and construction.
- Review engineering drawings, specifications, calculations, bid documents, and technical reports.
- Coordinate engineering consultants during design development and construction.
- Assist in developing bid packages, procurement documents, and technical specifications.
- Perform engineering evaluations, feasibility studies, and cost-benefit analyses for capital improvements.
Construction & Field Support
- Manage contractors, consultants, vendors, and suppliers throughout project execution.
- Oversee construction activities, ensuring compliance with project specifications, safety requirements, quality standards, and regulatory requirements.
- Coordinate project scheduling with facility operations and maintenance teams to minimize operational disruptions.
- Support project commissioning, startup, testing, and final acceptance.
Operations Support
- Collaborate with plant managers, operations personnel, maintenance teams, and engineering staff to identify and implement facility improvements.
- Assist with asset management initiatives and long-range capital planning.
Communication & Leadership
- Prepare technical reports, project presentations, executive updates, and engineering documentation.
- Present project status and recommendations to leadership, regulatory agencies, consultants, contractors, and project stakeholders.
- Coordinate effectively with engineers, legal counsel, compliance teams, contractors, suppliers, and client representatives.
- Maintain confidentiality of all project, financial, operational, and proprietary information.
Qualifications
- Bachelor's degree in Civil, Environmental, Chemical, Electrical, or Mechanical Engineering from an accredited university.
- Minimum of 10 years of engineering experience, including at least 5 years managing engineering, design, and construction projects.
- Professional Engineer (PE) license in Texas preferred or the ability to obtain licensure within one year.
- Valid Texas Driver's License with the ability to travel between project sites.

- Knowledge of civil, environmental, chemical, or mechanical engineering principles applicable to wastewater infrastructure.
