The awarded contractor shall provide on-site information technology programming services to support the Accountability System used for payroll processing, tracking, and mission support. This system is utilized by the Pennsylvania National Guard through the JEOC. Responsibilities include reviewing the current system, making system changes to improve performance, repairing programming issues, and providing ongoing support. The contractor will collaborate closely with JEOC staff to enhance the system and develop new functionalities, including:
Technical Responsibilities:
- Presenting ideas for system improvement and upgrades
- Testing the product in controlled simulations prior to go-live
- Preparing training manuals for users
- Maintaining the system
Technical Responsibilities:
- Create, deploy, and migrate Power Apps and Power Automate solutions across environments
- Proficient in version Azure Repos control using Git, including branching strategies, pull requests, and code reviews
- Utilize Azure Boards for Agile project management, backlogs, and sprint planning
- Troubleshoot, support, and advance the department's .Net Applications (AIM) and SQL databases
- Review for efficiencies, interface options, workflow, meta-data, application permissions, and overall review of agency databases
- Proficient in SQL, SSIS, SSRS, and SQL administrative functions
- Write complex SQL queries, Stored Procedures, Triggers, Views, Cursors, Joins
- Strong DBA/Development Skills writing T-SQL Scripts
- Data modeling, creating databases, and ensuring architecture and design alignment with enterprise architecture
- Provide technical expertise in diagnosing and resolving issues, ensuring solutions meet performance requirements
- Collaborate with the Information Technology Office and Office of Administration Deputy to enhance database and reporting needs
- Recommend or develop a catalog of active databases, structure, and owners, including system documentation and procedures
- 7 years' experience writing and debugging SQL queries using tools such as SQL Developer
- Experience with SQL Server Management Studio
- 7 years' experience in C#, ASP.NET Core, MVC, .NET, MS SQL Server
- 4 years' experience with Azure DevOps, such as Azure Repos and Azure Boards
- 5 years working with Power Apps, Power Automate
- Knowledge and experience with Microsoft 360 (Access, Word, Excel, PowerPoint)
- 4 years' experience in a public government IT environment
- Client-facing experience in a consulting environment with mid-level to senior leadership
- Active Federal Security Clearance (Secret) is desired
- Effective analytical, conceptual, and problem-solving skills
- Ability to manage multiple parallel assignments and meet specified milestones
- Advanced knowledge of networking concepts, object-oriented technology, data warehousing, and relational database engines
- Bachelor's degree from an accredited college or university
