Omega Construction is seeking an experienced Preconstruction Manager to lead the estimating and proposal process across a variety of project delivery methods. In this role, you'll be responsible for producing accurate, competitive estimates — from preliminary budgets to final proposals — while supporting a collaborative preconstruction team and protecting Omega's interests at every stage.
What You'll Do
You'll serve as the lead estimator and preconstruction strategist, guiding projects through preliminary budgets, hard bids, negotiated contracts, and design/build delivery. You'll analyze bid documents, define scopes of work, and communicate clearly with subcontractors and suppliers throughout the solicitation process. Key responsibilities include:
- Executing multiple delivery methods including preliminary budgets, hard bids, negotiated contracts, and design/build projects
- Analyzing bid documents — specifications, drawings, instructions to bidders, and reports — to develop accurate overall scopes of work
- Developing and distributing scopes of work and bid packages, including management of subcontractor/supplier solicitation via BuildingConnected
- Building out cost-of-work pricing, general conditions, site logistics, and schedule verification in coordination with the operations team
- Performing quantity takeoffs for self-performed and unit price scopes of work
- Directing the preconstruction coordinator and estimator on solicitation efforts, lodging rates, and general conditions pricing
- Conducting detailed reviews and scoping of subcontractor and vendor quotes
- Attending pre-bid conferences, preparing RFIs, and maintaining historical cost data for future estimates
- Partnering with Marketing and the VP of Preconstruction on proposal preparation
- Managing multiple active preconstruction efforts simultaneously
What You'll Bring
- Prior experience in construction estimating or project management
- Proficiency in Sage Estimating, PlanSwift, Bluebeam, and Microsoft Office Suite (Word, Excel, Outlook, OneDrive)
- Strong verbal and written communication skills, with the ability to clearly convey scope to subcontractors and internal stakeholders
- Detail-oriented with solid organizational and time-management abilities
- Ability to manage competing priorities and thrive in a team environment
- A strong work ethic and commitment to representing Omega's interests in all preconstruction activities
