Systems Analyst

OPPD is looking for a curious, business-minded Systems Analyst who can turn operational needs into reliable technology solutions. This role sits on the business side of Customer Operations and supports the systems behind billing, customer service, digital self-service, and other essential operations. You will connect system users with technical teams, solve functional issues, translate business needs into clear requirements, test changes before they reach production, and use data to help OPPD make informed decisions.

The Impact You Will Have

• Serve as a first point of support for users of CC&B, MyOPPD, and related customer systems. Investigate functional issues, identify likely causes, and coordinate with Technology Services through resolution.
• Translate business and operational needs into clear, testable requirements for customer service, billing, collections, field service, products and services, and related applications.
• Develop and execute user acceptance testing plans and test cases for system changes, upgrades, interfaces, rate updates, and new functionality.
• Use SQL and other query tools to retrieve, validate, and analyze customer and operational data, investigate discrepancies, and support business decisions.
• Configure and maintain application settings, control tables, access records, and security information in accordance with OPPD policies, Service Regulations, rate schedules, and authorization standards.
• Manage system issues and enhancement requests from initial discovery through resolution, documenting findings and communicating progress to users and stakeholders.
• Identify opportunities to improve workflows, reduce manual work, and deliver practical technology solutions that strengthen accuracy, efficiency, and the customer experience.
• Collaborate across Customer Operations, Technology Services, Finance, Transmission and Distribution Operations, and other teams to keep critical systems working as intended.

• Strong analytical and problem-solving skills, including the ability to investigate an issue, organize the relevant information, and recommend a practical solution.
• Experience gathering and documenting requirements, interpreting system specifications, developing test cases or test plans, or supporting business applications.
• Strong written and verbal communication skills with the ability to work effectively with both business users and technical professionals.
• The ability to work independently, manage multiple priorities, and respond effectively to time-sensitive system problems and user requests.
• Strong computer and data skills, including experience with Microsoft Excel and reporting or query tools.
• Availability for overtime and callouts when needed to support continued operations.

Experience that will help you stand out:

• Hands-on SQL experience, including writing or modifying queries, working with relational tables, and validating data.
• Experience as a Systems Analyst, Business Analyst, Application Analyst, or in a similar business systems role.
• Experience with Oracle CC&B or another customer information, utility billing, customer service, or enterprise business system.
• Experience gathering business requirements and creating user acceptance testing scenarios and test cases.
• Knowledge of customer service, billing, collections, accounts receivable, field service, or utility operations.
• An associate or bachelor's degree in business administration, business analysis, business intelligence, management information systems, engineering, or a related field, or equivalent relevant experience.

Candidates selected to move forward should expect a one-hour, in-person panel interview followed by an approximately 30-minute onsite exercise covering SQL knowledge, requirements gathering, and test-case development.

Salary/Wage Info

This is an hourly position represented by Local 1483.

Min: $41.33

Max: $52.77
