What are the responsibilities and job description for the Land Records Technician position at Olmsted County?
Expected starting salary range $27.14 to $36.25. Full salary range $27.14 to $45.35.
Associate's degree from an accredited college in real estate, public administration, business administration or related field and two (2) years of experience in a similar position as listed in the work functions.
OR
A combination of education and experience equivalent to four (4) years of experience in a similar position as listed in the work functions.
Regular and reliable attendance is a necessary component of job/position. Individuals required to use County vehicles and equipment must have a valid driver's license and be free of any major traffic violations for the last three (3) years.
Under general supervision, creates legal descriptions, updates parcel maps, assists customers with filing for exemptions, exclusions, and special tax programs, answers questions, and solves problems. Assists the public at the front counter and over the telephone. Processes property sales records, transfers, requests for abatement and assessment changes. Provides cross departmental coverage. Supports a diverse, respectful, and inclusive workplace.- Processes requests for parcel division, combination, platting, and addition of new parcels. Creates and maintains property legal descriptions and boundary maps, assigns parcel identification numbers, enters data, maintains tax parcel description database, and monitors workflows.
- Processes continuous mailing of homestead applications. Verifies data for new or renewed homesteads, prepares corrections, and maintains parcel groups.
- Processes Certificate of Real Estate Values (CRV’s) for reporting of sales to the Department of Revenue.
- Maintains mobile home sale information files. Coordinates ownership verification with park managers, analyzes sales data, processes and monitors permits, and responds to requests for value and assessment information.
- Interprets, explains, and answers questions about polices, regulations, and operating procedures and trains staff.
- Compiles data, verifies accuracy, and creates various assessment reports.
- Researches public records for ownership of property and transfer history on individual parcels of real estate.
- Recommends improvements to system and business processes. Assists with testing and training of systems. Creates and maintains process and workflow documentation.
- Performs related work as required.
- Knowledge of policies, regulations, statutes, procedures, and practices pertaining to property records.
- Knowledge of public administration principles, practices, and procedures.
- Knowledge of legal and technical forms and terminology.
- Knowledge of surveying principles and methodology.
- Skill in the use of business math and geometry.
- Skill in the use of computers and technology.
- Skill in reading legal descriptions, plats, maps, legal contracts, and mortgages.
- Ability to make decisions in accordance with laws and policies.
- Ability to communicate effectively, both orally and in writing.
- Ability to maintain and revise records.
- Ability to establish and maintain effective working relationships with others.
- Ability to make scale drawings of buildings as well as calculate land area.
- Ability to effectively prioritize and organize work.
- Ability to write and interpret complex land parcel descriptions.
