Salary: up to $50,000.00, based on education and experience Full Time /Part Time: Full Time Work Schedule: Monday – Friday Primary Hours: 8-5 Position Summary Review of requisitions submitted by other OSDH divisions, review of specifications, development of contracts and competitive bid documents, management of the competitive bidding process for solicitations, award of contracts and purchase orders, and administration of contracts and purchase orders, including responsibility for the contract file of record, processing renewals and change orders, maintaining encumbrances, and closing contract files. This is the career level where employees perform responsible professional and technical work at the full performance level involving the contracting and procurement of goods and services for a state agency or institution. Responsibilities consist of a variety of technical and administrative tasks of a general nature related to the solicitation and review of bids, evaluation of products and services, preparing contracts, and the development of standard specifications and requisitions for products and services. As well as serving as liaison to various vendors and advising agency personnel on the provisions of the Central Purchasing Act and rules and regulations related to contracting and purchasing. Position Responsibilities /Essential Functions Performs the assigned duties, which include but are not limited to the lifecycle of the procurement process; planning, managing, and purchasing goods and services from suppliers, selecting suppliers, drafting, and evaluating contracts (excluding subrecipient contracts at the Level I), and maintaining good relationships with suppliers and divisions. Drafts and reviews specifications and requisitions developed by other divisions of the agency; determine efficacy and compliance of the acquisition method. Maintains bidder lists, product and services information, supplier information, and acquisition records. Make recommendations to management concerning products and services and available sources of supply. Advises agency personnel on departmental rules, Central Purchasing regulations and laws; provides technical guidance and training to agency staff and vendors. Represents the agency at public and private sector meetings to explain the functions, procedures and legal guidelines concerning state purchases and contracts. Acts as liaison to Central Purchasing for divisions. Being present at the office is an essential function of the job. Other duties as assigned. Education and Experience Level I Education and Experience requirements at this level consist of three (3) years of technical clerical work, or an equivalent combination of education and experience. Special Requirements: Must be able to obtain within the first two weeks of employment and maintain Certified Procurement Officer (CPO) Certification. Valued Knowledge, Skills and Abilities Knowledge, Skills and Abilities required at this level include knowledge of the maintenance of complex records; methods and procedures pertaining to the procure, purchase, contract, or acquire a wide variety of goods and services; recent developments, trends and economic factors affecting obtaining goods and services; factors involved in writing specifications; competitive bid methods and procedures; and state purchase laws and regulations; commodity and service markets, pricing methods and market resources, of the lifecycle to purchase goods or services for an agency or institution. Ability is required to establish and maintain effective working relationships with others; interpret and handle routine decisions in accordance with agency policy; follow oral and written instructions; identify sources of supply; communicate effectively, both orally and in writing; conduct several projects simultaneously; evaluate bids and award contracts; write and review purchase specifications and requisitions. Physical Demands and Work Environment Work is typically performed in an office setting with climate-controlled settings and exposure to moderate noise levels. While performing the duties of the job, employees are required to talk, stand, walk, and reach with hands and arms. This position requires long periods of sitting and daily use of computers and phones. Employees must be willing to complete all job-related travel associated with this position. Being present at the office is an essential function of the job.
