Qualifications:
In order to qualify, you must meet the education and/or experience requirements described below.
For the CP-08, you must have at least one (1) year of specialized experience equivalent to the CP-07 (GS-09) grade level that equipped you with the competencies needed to successfully perform the duties of the position.
Specialized experience at the CP-8 grade level is defined as follows:
--Knowledge of emergency management and relationships between Federal and other government entities, private sector and their response mechanisms and authorities.
--Knowledge of intelligence and threat support policies, procedures, operations, programs, and interrelationships with other national activities.
--Knowledge of Federal procedures regarding receipt, handling, storage, and destruction of classified documents and materials.
--Skill in the use of classified and unclassified systems, programs and databases for sharing information among Federal, state and local security, intelligence and law enforcement organizations.
--Skill in consolidating seemingly unrelated facts, events, and the ability to reconcile conflicting data.
For the CP-09, you must have at least one (1) year of specialized experience equivalent to the CP-08 (GS-10) grade level that equipped you with the competencies needed to successfully perform the duties of the position.
At the CP-09 grade level, possession of the above specialized experience at the CP-08 grade level is required in addition to the following:
--Knowledge of the National Incident Management System (NIMS) and the Incident Command System.
--Comprehensive knowledge of Federal Aviation Administration and Transportation Security Administration regulations pertaining to aviation security procedures and restrictions that apply to flight operations in the National Capital Region.

Responsibilities:
This position is located
in the Command Center, Command
Division, Command and Coordination Bureau, Assistant Chief of Police for
Uniformed Operations, United States Capitol Police (USCP).
The Emergency Operations
Center oversees the response and coordination of deployment and mitigation of tactical activities for
incidents that occur within the parameters of the Capitol
Complex, which involves Congressional Members, staff, and the public in dispersed locations.
Major Duties and Responsibilities
The incumbent exercises
judgment and diplomacy in effectively managing crises characterized by rapidly
changing information flows and
uncertainty. Provides rapid and
timely recommendations and courses of action. Independently executes timely action when warranted during urgent circumstances.
Duties include area surveillance, video camera
operations, creating and releasing
messages, conducting inventories, performing system checks, gathering and
validating factual information from other reporting persons,
and sharing information with Department stakeholders.
Work also involves directing first responders
to incidents, facilitating their expedient arrival and response. Employee is responsible for advising the chain of
command of any discrepancies in the response procedures.
At the full performance level, the
incumbent will be responsible for the following duties and responsibilities:
--Monitors various emergency
communications and security systems,
media outlets, and weather reporting systems as needed.
--Maintains and utilizes specialized databases, files, and records that operate
in conjunction with monitoring systems.
--Maintains situational
awareness of transportation systems located in the National Capital Region
through open-source news monitoring, event correlation and information received
from internal entities and external partners.
--Conducts virtual
surveillance patrols over the
serviced geographic area using
equipment to access video feed from
cameras located throughout the Capitol Complex and adjacent geographical areas.
--Reviews live and
recorded video feed to capture evidence of crime, suspicious
activity, or other significant incidents and actions.
--Determines best video angles and viewpoints, manipulating views to track people, law enforcement personnel, and vehicles in the areas where suspicious activities, threats, or crimes have occurred. Video footage may be used to aid in the investigative process of a reported criminal act.
--Maintains and uses maps, checklists,
and charts, including automated programs and other visual aids of the Capitol Complex and the surrounding areas which are used as quick informational references for
responding emergency personnel.
--Monitors and maintains
situational awareness of flight events within or approaching the National Capital Region Exclusion Zone using radar, radio, and email messages in a real-time environment. Communicates all
activity and detection data to the Watch Commander.
