Office of Fiscal & Monitoring Services

The Office of Fiscal and Monitoring Services (OFMS) Fiscal Services Division is responsible for developing, implementing, and monitoring all the Agency's budget activities. This encompasses the biennial budget process, annual budget implementation, and projecting federal budget estimates. The Division is also responsible for the management of the Agency's revenue, disbursements and financial obligations as well as performing daily federal cash draws, reconciles and reports on federal grant status. What You’ll Do

Working Title: Budget Section Chief

The Financial Manager, Budget Section Chief, position in the Bureau of Planning and Operations is a position well-suited for an individual who is eager to gain in-depth knowledge of various functions of the agency through managing fiscal and budgetary issues, building relationships with our program areas, and working on new projects that aid in agency functionality.

Job Duties

Under general direction, manages multiple work units and supervises unit supervisor and budget staff: assists Senior Financial Manager in planning, directing, and coordinating budget and fiscal activities for the Ohio Department of Job and Family Services (ODJFS) (e.g., develops, recommends, and evaluates agency budgetary and fiscal management policies, procedures, goals, and objectives); directs the analysis and review of subsidy and administrative budgets for all assigned programs (e.g., Unemployment Insurance; Workforce Innovation and Opportunity Act; Temporary Assistance for Needy Families [TANF]; Support Services); coordinates all fiscal and program activities related to development, submission, and monitoring of agency's biennial budget; supervises and/or calculates caseload administrative and subsidy projections; develops projection models for agency's administrative budget, caseload driven programs, and other program subsidies; reviews and estimates impact of legislative proposals from Office of Budget and Management (OBM), Ohio General Assembly, and Legislative Services Commission to coordinate, analyze, and monitor ODJFS budget; reviews all legislative activities with a budgetary impact; reviews pending legislation for impact on ODJFS and/or local agencies associated with ODJFS; develops cost analysis of legislative proposals.

  • Ability to determine available funding and budget overages and shortages in appropriations and compare actual expenditures against estimated expenditures;
  • Collect and analyze data;
  • Develop financial reports;
  • Prepare comprehensive reports containing analysis.
  • Ability to learn/understand the State's fiscal structure;
  • Ability to provide clear and concise written analysis, document analysis of fiscal matters, and direct and lead on fiscal issues.

  • 66 mos. exp. or 66 mos. trg. financial administration

OR

  • 12 mos. exp. as Financial Program Manager, 66585.

Option 3

  • Completion of undergraduate core program in public or business administration, accounting, finance or related field; 42 mos. exp. or 42 mos. trg. in financial administration.

OR

Option 4

  • Completion of graduate core program in public or business administration, accounting, finance or related field; 30 mos. exp. or 30 mos. trg. in financial administration.

OR

  • Equivalent of minimum class qualifications for employment noted above.

Note: Successful completion of the Fiscal Academy may be substituted for 4 mos. of required accounting/fiscal experience referenced in this portion of the minimum qualifications.

Pay Information

This position is in the State of Ohio’s E1 Pay Schedule, Pay Range 15. Unless required by legislation or union contract, starting salary will be the minimum salary of that pay range (step 1, currently $43.09 per hour). These ranges provide a standardized pathway for pay increases. With continued employment, new hires move to the next step in the range after 6 months and annually thereafter. Cost of Living Adjustments increase wages in these ranges each fiscal year. The current step progression wages are in the table below.
