The Office of the State's Attorney for Baltimore City is seeking a highly skilled, experienced attorney to serve as Team Captain in the Public Trust and Police Integrity Unit (PTPIU). The PTPIU is responsible for investigating allegations of misconduct by sworn law enforcement officers serving within Baltimore City and, when appropriate, prosecuting criminal violations. The Unit's work primarily involves on-duty misconduct, while also handling certain off-duty criminal matters involving law enforcement personnel.

This leadership role reports directly to the Division Chief and requires exceptional judgment, strong litigation experience, and the ability to mentor attorneys handling some of the Office's most sensitive and complex investigations. The Team Captain will provide strategic leadership, ensure consistency in case review and prosecution, and support the professional development of attorneys and investigators within the Unit.

Primary Duties And Responsibilities Include

▪ Assist the Division Chief with the intake, review, and assessment of new investigations;

▪ Provide guidance on investigative strategy, legal analysis, charging decisions, and trial preparation;

▪ Mentor, train, and supervise attorneys assigned to the Unit;

▪ Prosecute complex felony cases involving allegations of criminal misconduct by law enforcement officers;

▪ Coordinate with investigators throughout all phases of criminal investigations;

▪ Assist with maintaining consistent policies, procedures, and best practices within the Unit;

▪ Respond to critical incidents involving law enforcement officers as assigned. All attorneys in the Unit serve on a 24/7 on-call rotation and typically respond to approximately five critical incidents annually;

▪ Perform other duties as assigned.

Requirements

▪ Juris Doctor from an accredited law school and licensed to practice law in the State of Maryland;

▪ Minimum of five (5) years' experience as an Assistant State's Attorney;

▪ Minimum of ten (10) jury trials;

▪ Demonstrated commitment to the mission and work of the Public Trust and Police Integrity Unit;

▪ Strong knowledge of criminal law, criminal procedure, legal research, and trial advocacy;

▪ Excellent verbal and written communication skills;

▪ Strong leadership, organizational, and interpersonal skills;

▪ Ability to exercise sound judgment while managing sensitive and high-profile investigations;

▪ Ability to work collaboratively with attorneys, investigators, and law enforcement partners while maintaining the highest standards of professionalism and integrity.

Preferred Qualifications

▪ Previous or current supervisory experience;

▪ Experience presenting cases directly to a Grand Jury.

Salary

Salary is $83,530-$133,471, commensurate with experience. Salary also includes a competitive benefits package.

The selected candidate will be required to submit to a criminal background check before starting employment.
