This vacancy is for a Supervisory Grants Management Specialist (Director) in the Office of the Secretary within the Department of Commerce. Serve as the subject matter expert on federal financial assistance policy and oversight and the program manager over suspension and debarment and vendor responsibility matters.

Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

This position is being filled under the Department Of Commerce Alternative Personnel System (CAPS). Under CAPS, positions are classified by career path and pay band.

The ZA-V is equivalent to the GS-15 grade levels.


Under CAPS, supervisors may be eligible for supervisory performance pay allowing for salaries up to six percent higher than the maximum rate of their pay band, dependent upon performance rating and geographic location.

To qualify at the ZA-5 level you must meet the following:

SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the ZA-4 or GS-14 in the Federal service. Specialized experience is defined as experience:

  • Supervising staff by planning, assigning, and reviewing work and managing performance;
  • Managing an agency-level Suspension and Debarment program, analyzing referrals and preparing case documentation; and
  • Developing and issuing financial assistance policies to ensure compliance with federal regulations and Executive Orders.

Responsibilities:

As a Supervisory Grants Management Specialist (Director), you will:
  • Guide and direct the research, review and analysis of federal financial assistance management policies, procedures, guidelines, protocols, and requirements in relation to pre- and post- award actions providing expert insight and consideration of higher-level effects.
  • Maintain knowledge of relevant financial assistance management statutory requirements, regulations, policies, and procedures such as Executive Orders, Code of Federal Regulations, OMB Circulars and the Department of Commerce (DOC) Federal Financial Assistance Manual and serves as the senior advisor for impacts on agency activities.
  • Manage and oversee the DOC Suspension and Debarment Program and works with the Office of Inspector General on the adjudication of vendor responsibility referrals that support reducing risks related to fraud, waste and abuse in federal business. Lead the development of vendor responsibility packages for Suspension and Debarment cases.
  • Use program management skills on assigned projects to identify and engage the right resources, leverage technology, track progress and ensure deadlines are met.
  • Coach, facilitate, solve work problems and communicate policy and guidance to the agency Federal Financial Assistance community.
  • Represent the organization in forums with both internal and external stakeholders and actively contributes to discussions.
  • Plan work to be accomplished by subordinates, set and adjust priorities, assigns work, verifies completion and quality of the work, develops employee performance plans, encourages employee growth and development and manages employee performance.
