The Office of the Secretary plays a central role in ensuring the effective processing of Commission business. Office staff, among other things, review for legal and factual sufficiency all SEC documents submitted to and approved by the Commission, schedule Commission meetings and ensure they are conducted in accordance with the Government in the Sunshine Act, maintain records of official Commission actions, and facilitate public notice of those actions on the SEC.gov website & Federal Register.

Qualifications:

Time-in-grade for this announcement is one year at the GS/SK-12 level.

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. All qualification requirements must be met by the closing date of this announcement.

MINIMUM QUALIFICATION REQUIREMENT:
SK-13: Applicant must have at least one year of specialized experience equivalent to the GS/SK-12 level. Specialized experience includes:

1) Researching and analyzing information from a variety of legal sources; AND

2) Serving as liaison with individuals and groups providing guidance both inside and outside an organization regarding administrative and/or program matters; AND

3) Managing case management or electronic data management information systems; AND

4) Writing or substantive editing of narrative material including summaries of legal proceedings or substantive documents.

Responsibilities:

In this role as a Management and Program Analyst (Business Analyst), you will be responsible for:
  • Reviewing, analyzing, and processing Commission matters by: calendaring case-related actions; examining staff recommendations submitted for Commission consideration; setting and monitoring dates and times for Commission meetings, and working under pressure and meeting deadlines and performing other duties as assigned.
  • Receiving and reviewing incoming electronic confidential and sensitive Commission case-related documents to determine and interpret staff recommendations for Commission consideration and voting; Entering case into information system. Providing substantive administrative and other assistance to answer inquiries on case status and preparing and analyzing required reports to meet quality assurance criteria.
  • Managing the record in assigned administrative proceedings, including taking ownership over all aspects of the case, responding to inquiries, and maintaining the official Commission record. Conducting extensive research and reviewing in databases and files to respond to inquiries from Commission staff and the public.
  • Organizing and prioritizing work to meet externally imposed deadlines set by regulations, Administrative Law Judge, and Commission orders; preparing certified records by conducting a detailed review of voluminous records within the timeframe requested by Office of the General Counsel Appellate for matters appealed to the U.S. Court of Appeals.
  • Providing administrative support for the preparation of Commission meetings, including coordinating participants, scheduling meetings, and preparing notices and agendas. Overseeing the conduct of Commission meetings by facilitating orderly flow, recording meeting proceedings, and preparing meeting minutes for Commission meetings and/or seriatims.
  • Reviewing orders, instituting and settling administrative proceedings, and related documents, prepared by the Commission's legal staff, for legal and factual sufficiency, accuracy and conformity with the Commission's authorized action and with established guidelines.
