This position is located in the Department of Housing and Urban Development, Office of the Chief Human Capital Officer.

Washington D.C. is among the possible duty locations for this position. The Washington, D.C. office is anticipated to relocate to Alexandria, Virginia. Applicants selected for the Washington, D.C. duty location may be required to report to the Washington, D.C. office upon entry on duty and subsequently transition to reporting to the Alexandria, Virginia location.

Qualifications:

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized Experience: For the GS-14, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized Experience for this position includes:
  • Performing quantitative and qualitative analysis for assessing HR programs and supporting executive decision making; AND
  • Collecting large-scale datasets through multiple mechanisms (e.g., surveys, focus groups, HR databases/data warehouses) for data analysis; AND
  • Prepare and deliver technical/narrative reports for making policy or program decisions; AND
  • Creating consumable data visualizations to promote understanding of results or trends (graphs, charts, dashboards).
The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-14 you must have been at the GS-13 level for 52 weeks.

Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.

This position is located in the Department of Housing and Urban Development (HUD), within the Office of the Chief Human Capital Officer (OCHCO), Talent Development and Workforce Planning (TDWP) Division. The mission of TDWP is to enrich all HUD employees and ensure a capable, engaged, and mission-ready workforce. TDWP provides the following Department-wide functions: Employee Development, Leadership Development, Learning Solutions, Strategic Workforce Planning, and Talent Assessment and Data Analytics.

As a Data Analyst, you will:
  • Provide professional consultations to OCHCO customers and stakeholders and develops requirements for analytic tools, techniques, and methods for application to the Department-wide Human Capital Dashboard and custom-created Microsoft Power BI Dashboards for a variety of topics that concern the overall HUD Workforce, Skill Gaps, Hiring, Attrition, Performance Management, Exiting HUD employee survey data and other data needs as assigned.
  • Be responsible for performing analysis, program evaluation and management tasks on issues which require broad expertise in performing computer-assisted statistical analysis, particularly involving program administrative data for OCHCO programs.
  • Work independently and use the necessary data extraction, manipulation, and aggregation techniques and procedures to make information useable.
  • Coordinate and manage customer requirements and specifications for data products across HUD.
  • Develop and coordinate new and/or revised policies and management methods using data obtained via SAS, Strata, SPSS, Python, R, or other statistical software to analyze OCHCO program data.
