The Principal Deputy Associate Director for Healthcare and Insurance serves as a principal advisor to the Associate Director for Healthcare and Insurance (HI) and represents the Associate Director in support of the Agency and Administration's policies and programs. The incumbent supports the Office of Personnel Management (OPM) and HI efforts to develop policy directions and program development in employee insurance benefit programs.

TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications.
- Expert knowledge of Federal health and insurance programs, including FEHB, FEDVIP, FEGLI, FLTCIP, and FSAFEDS, and the laws and regulations governing them. Ability to analyze policy and legislative changes and develop strategies that ensure program effectiveness and alignment with Administration priorities.
- Demonstrated expertise in managing large, complex benefits programs, including contract negotiation, rate setting, and benefits delivery. Ability to oversee enterprise processes such as Open Season and implement improvements that enhance efficiency and program performance.
- Demonstrated ability to use data, analytics, and technology to drive decision making and program innovation. Experience overseeing data strategies and IT systems that support healthcare program operations, evaluation, and long-term planning.
- A Master's Degree in Public Health, Public Administration, Healthcare Administration, or other similar degree; or a field closely related to healthcare management such as Public Administration; or Business Administration with a healthcare emphasis; or other closely related field.
There are five ECQs:

This includes, when necessary, the ability to lead people through change and to hold individuals accountable.
- ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors.

Responsibilities:
If selected, you will be responsible for:- Managing the efficient and effective operations of the programs and program groups under HI direction, including: overseeing the annual benefit and rate negotiations and finalizing Federal employee benefits contracts to include FEHB and Federal Employee Dental and Vision Insurance Program (FEDVIP); assuring the smooth operation of the annual Federal Benefits Open Season and ongoing delivery of contracted benefits; implementing program, management and process improvements to promote the effective completion of HI mission.
- Analyzing policy options, legislative changes and trends that affect the design, delivery and management of benefits programs, including: potential impacts on how the programs overseen by OPM will be affected by laws and regulations outside of OPM's control; performance measurement and rewards for plans that participate in the FEHB, FEDVIP, FEGLI, FLTCIP, FSAFEDS programs; changes to either the FEHB benefit package, FEDVIP, or other programs benefits package that reflect changing practices.
- Developing strategies to implement OPM programs and policies.
- Participating in discussions, both inside and outside of OPM, about how to most effectively deliver health insurance and other benefit programs under HI's purview; such as; potential changes to benefit programs managed by OPM; misalignment of program goals and operational practices; and assuring consistency with applicable laws and regulations.
